BIOSOLIDS PROCESSING SUPERVISOR
GENERAL DEFINITION
This is biosolids processing work, at the second-supervisory level, directing the processing of biosolids materials through transportation or process equipment operations functions at the City's Biosolids Recycling Center. An employee in this class supervises, through subordinate crew chiefs, vehicle operators and laborers handling and transporting biosolids materials throughout various plant process areas or plant operators operating and monitoring plant process equipment. Employees arrange and coordinate biosolids processing work to meet requirements for different biosolids mixes and biosolids-based products. Work involves some disagreeable aspects. Work is performed under the direction of a plant operations supervisor or technical superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)
- The position must have responsibility for supervising, through subordinate crew chiefs, biosolids processing activities in the area of either biosolids material transport and composting or biosolids process equipment operations.
- The position must be located at the City's Biosolids Recycling Center.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Supervises, through subordinate crew chiefs, vehicle equipment and heavy vehicle equipment operators and laborers handling, transporting, and composting biosolids materials within the City's biosolids plant facility; makes assignments to operate dump trucks, heavy front end loaders and specialized equipment to transport and handle biosolids materials for composting, screening, mixing and other biosolids processing activities.
- Supervises contracted personnel in vehicle transportation and handling of biosolids materials; resolves field problems between contracted workers and plant personnel; evaluates effectiveness of contractors' activities.
- Evaluates vehicle equipment and tool needs; recommends replacement of vehicle and other equipment and tools; determines amount of diesel fuel needed for vehicle operations; orders diesel fuel; arranges for repairs to fuel pumps; orders and distributes fuel cards to plant employees; assigns needed vehicle repairs to City garages or contractors.
- Supervises earth-moving operations to maintain lagoon perimeters and biosolids processing site roads; supervises the cleaning and requests maintenance of facilities and areas used by subordinate personnel.
- Supervises, through subordinate crew chiefs, plant operations personnel engaged in monitoring, regulating and adjusting biosolids processing equipment; supervises the operation of such processing equipment as centrifuges, pumps, mixers, blowers and screening equipment, sensors and signal devices; assigns and reviews the work of semi-skilled workers in first echelon maintenance and minor repairs on biosolids processing equipment; supervises, through subordinate crew chiefs, the daily cleaning of process areas.
- Receives and reviews daily operating reports providing such information as feed rate, percentage of dry biosolids to wastewater and volume of biosolids produced; utilizes a personal computer to generate reports on overtime usage, attendance records, material totals, etc.; submits reports to supervisor for review and approval; directs subordinate crew chiefs to make operating adjustments based on report information; ensures the maintenance of adequate operational levels.
- Evaluates and determines biosolids processing equipment maintenance needs; confers with maintenance personnel and requests and coordinates the preventive and responsive maintenance of defective equipment; confers with contractors and operations supervisors at the City's water pollution control plants to coordinate the delivery of biosolids to the plant.
- Maintains plant chemical inventories and orders chemicals used in coagulation and odor abatement of processed biosolids; reviews chemical lab reports and confers with chemical technicians to identify biosolids chemical dosage needs; instructs subordinate operators to increase or decrease chemical dosage levels in accordance with needs identified through lab analysis.
- Develops and defines procedures, instructions and standards for subordinates to follow during assigned shifts; schedules and assigns subordinates work.
- Tours plant buildings or grounds and observes subordinate personnel at work to ensure proper performance; points out problems and discrepancies and instructs on the proper corrective measures; makes unannounced plant visits at night and during holidays and weekends to ensure the effective and efficient operation of the plant; conducts physical inspections on assigned equipment to assure proper operation.
- Interviews potential employees and makes selection recommendations; recommends employee disciplinary action as required.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 12/95.)
EDUCATION:
- Equivalent to completion of the twelfth school grade.
AND
GENERAL EXPERIENCE:
- Three years of experience operating vehicles in the transportation and composting of biosolids and biosolids by-products.
OR
- Three years of experience operating and monitoring water purification, wastewater treatment or biosolids processing equipment.
AND
SPECIFIC EXPERIENCE:
- Two years of experience supervising vehicle and composting operations at the City's biosolids processing plant.
OR
- Two years of experience supervising the operation and monitoring of water purification, wastewater treatment or biosolids processing equipment.
Or any equivalent combination of education and experience determined to be acceptable by the Personnel Department which has included the specific experience described above.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Biosolids Processing Supervisor if required by work assignment.
