GENERAL DEFINITION
This is second supervisory level work directing the operations and maintenance of a solid waste transfer plant supervising a staff of skilled and unskilled workers engaged in the operation, maintenance, and coordination of plant operations with waste collection activities. Work is performed under the general direction of an administrative sanitation operations superior. Assignments require evaluative thinking and are carried out in accordance with federal and state regulations, permit requirements, general disposal and operating procedures. Ensuring the flow of waste and recycling safely adheres to operating procedures is a significant aspect of the work. Work involves some disagreeable environmental aspects in conducting inspectional tours of the facility.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
1. This position must direct all operations and maintenance activities of a solid waste transfer facility.
2. Only one position shall be allocated to this class in Sanitation.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Plan, allocate, and monitor resources for the facility to ensure efficient operations and completion of work objectives; develop and implement strategies for optimizing facility efficiency and effectiveness.
Assess and recommend facility improvements, upgrades, and new project opportunities, while ensuring the ongoing maintenance of equipment and infrastructure; monitors overtime to identify inefficiencies and provides recommendations on labor costs.
Supervises, through a subordinate supervisor, work of employees engaged in receiving and loading of refuse and recycling onto tractor trailers for transportation to disposal and processing facilities; inspects and evaluates transfer activities to ensure efficient transfer operations.
Inspects tipping floor areas, designated storage areas, and heights of refuse and recycling relative to permit limits to determine shift production and space available for the accommodation of additional refuse; communicates and coordinates with waste collection districts to determine anticipated amount of refuse and recycling to be received that day and to arrange for rerouting to private transfer facilities in the event of unexpected facility repairs or shutdowns.
Observes the condition of mechanical equipment within the facility such as front-end loaders and grapple cranes, tracker trailers determines need for and priority of repairs; schedules maintenance and repairs with Department of Fleet Management and other Sanitation department units as needed, ;develops preventive maintenance schedules and assigns tasks to employees; confers with contactors to discuss major repair projects, progress of work and problems to ensure contractor work is completed properly and in conformance with requirements; contacts central automotive repair shop to arrange for the repair of tractor trailers and related equipment which is beyond the scope of facility personnel.
Reviews all requisitions submitted by subordinate supervisors for materials and supplies necessary for the operation of the facility; contacts vendors to expedite delivery of emergency items; reviews the maintenance of records pertaining to plant operations; prepares and submits cost and production reports on transfer station activities to superior and prepares daily operational log in order to conform to state requirements.
Ensures plant safety; responds to oil fuel spills and other chemical hazards by assessing present environmental hazards and conducts immediate remediation and stabilizes situation; checks radioactive waste monitor on daily basis, reports incidents to Sanitation Engineering; uses radiation detection devices to check tractor trailers or High Density Compactor vehicles and handheld device to determine location and documents findings; contacts emergency response agencies and coordinates facility activities in the event of a hazardous situation such as oil fuel spill, or chemicals being found to have been mixed with rubbish; manages facility conditions in accordance with Pennsylvania Department of Environmental Protection permitting requirements for the facility; implements regulations issued by the PADEP and Philadelphia Water Department; works with Sanitation Engineering concerning repair activities and contract repair work done by contractors managed by Sanitation Engineering; implements Form L Contingency Plan for Emergency Procedures approved by Pennsylvania Department of Environmental Protection and coordinates with Sanitation Engineering when Plan modifications are made; accompanies quarterly Pennsylvania Department of Environmental Protection inspectors during inspections to respond to questions or concerns, reports inspection results to Sanitation Engineering and makes operational changes as needed as a result of these inspections; investigates claims pertaining to personal injuries or automotive accidents encountered by employees and takes appropriate action to eliminate unsafe working conditions.
Manages scale house operations and the flow of traffic in and out of the facility.
Manages and monitors weighted areas for trucks containing materials and functionality of scale equipment.
Utilizes a personal computer to generate data, prepare reports and train subordinates
Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
· State, federal, and local regulations governing waste and recycling collection and safety of facility operations.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 9/25.)
EDUCATION:
Education equivalent to completion of the twelfth school grade.
AND
GENERAL EXPERIENCE:
Four years of experience in the mechanical maintenance of equipment found in a transfer station or heavy duty processing equipment used in laboring operations.
AND
SPECIFIC EXPERIENCE:
Two years of supervisory experience directing solid waste operations at a landfill facility, which includes planning, assigning and reviewing the work of equipment operators and laborers.
OR
Two years of experience as a Waste Collection District Supervisor.
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources which has included the specific experience.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Waste Transfer Facility Superintendent.
Possession of Transfer Station Management certification issued by Solid Waste Management Association of North America within six months of appointment and during tenure employment as a Waste Transfer Facility Superintendent.
