INLET CLEANING SUPERINTENDENT
GENERAL DEFINITION
This is administrative work directing the city's storm water inlet cleaning program. The employee develops and coordinates
inlet cleaning programs that promote a proactive preventative maintenance approach and comply with city, state, and federal
regulations and established standards of public health and safety. Direct dealings with officials in other city departments, private
utilities, and industries in order to facilitate implementation of goals is a significant aspect of the work. The employee in the class
has controlling responsibility for coordinating all phases of the inlet cleaning program. Work is performed under the direction of
a technical superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)
- The employee in this class is responsible for directing the city's storm water inlet cleaning program.
- This position must be located in the Water Department.
- Only one position will be allocated to this class.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Plans and initiates programs and procedures that assure efficiency and conformance to work standards; conducts or directs
the study of various phases of the storm water inlet cleaning program to ascertain the most efficient methods of operation; supervises
the field testing of new equipment and new or revised work methods; makes recommendations for the purchase or rejection of new
or improved pieces of equipment.
- Reviews subordinate supervisors' reports of work progress, work completion, personnel assigned and length of time needed
to complete work; analyzes information gathered and takes action to rectify deficiencies in the performance of personnel and
equipment; conducts periodic work site inspections to determine adherence to departmental policies, work standards and safety
practices.
- Visits the site of major storm water flooding problems; confers with officials within the department, in other city agencies,
private contractors, utilities, industries and community groups to obtain cooperation in alleviating conditions causing clogged inlets.
- Analyzes overall effectiveness of inlet cleaning program; sets annual goals and objectives designed to increase productivity,
quality of work and occupational safety awareness; prepares annual operating budget estimates; prepares or supervises the preparation
of annual unit activity reports; makes daily verbal reports to superiors about unit operations; makes recommendations designed to
correct deficiencies in the storm water inlet system.
- Receives, reviews and assigns citizen complaints to subordinates for investigation and resolution; may investigate sensitive
or recurring complaints; serves as a technical representative for the City in law claims involving inlets and inlet cleaning; may testify
in court regarding law claims involving inlets and inlet cleaning.
- Oversees a small stores operation; estimates stock needs; sets amounts needed for each item stocked; contacts vendors for
prices and to speed delivery; plans, implements and enforces inlet cleaning safety program; designs and oversees the implementation
of safety practices and procedures.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the equipment, methods and practices used in a mechanized laboring program including economic utilization of equipment
and manpower.
- supervisory methods and techniques required in the direction of a large staff of clerical, supervisory and field personnel.
- pertinent regulations and legislation relating to storm water inlet cleaning.
- the structure of storm water inlets and appurtenances.
- the hazards and safety precautions involved in the work.
- the city geography and street layout.
SKILL IN:
- evaluating the effectiveness of administrative functions and in making procedural changes to provide for more effective and
efficient operations.
ABILITY TO:
- plan, assign and coordinate the work of a large staff of clerical, supervisory and field personnel.
- establish, analyze, and modify performance measures and productivity standards.
- initiate proactive and preventative maintenance strategies.
- evaluate inlet cleaning programs for conformance with pertinent regulations and legislation on inlet cleaning.
- exercise judgement and discretion in enforcing pertinent departmental regulations, policies and procedures.
- maintain records and prepare reports pertinent to inlet cleaning activities.
- make and interpret technical sketches and blueprints.
- requisition and specify materials, tools and equipment essential to a storm water inlet cleaning program.
- establish and maintain effective working relationships with associates, other departments, agencies, and the general public.
- present ideas effectively, both orally and in writing.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum training and
experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class
will be reviewed based on training and experience requirements as approved on 11/96.)
EDUCATION
- Equivalent to completion of the twelfth school grade.
AND
GENERAL EXPERIENCE
- Four years of experience in a general laboring operation.
AND
SPECIFIC EXPERIENCE
- Three years of experience directing, scheduling and coordinating the activities of more than two crews of semi-skilled or
unskilled employees engaged in either the repair and maintenance of the sewer system or in the cleaning of storm water inlets, one
year of which has been supervising a major portion of a city-wide inlet cleaning operation, or an assigned district of a city-wide sewer
maintenance operation, through subordinate supervisors.
Or any equivalent combination of education and specific experience described above determined to be acceptable by the
Personnel Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS, AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as an Inlet Cleaning Superintendent.
