WATER CONVEYANCE SYSTEMS SUPERINTENDENT

 

GENERAL DEFINITION

 

          This is water conveyance systems work at the managerial level, directing a major component of the City's overall water conveyance or collectors systems.  Employees in this class are responsible for directing a comprehensive maintenance, repair, inspection and monitoring program in one of four areas: water distribution, sewer maintenance, water pumping, or waste/storm water pumping.  Contact with departmental personnel, contractors, public utilities and environmental agencies to coordinate conveyance operations and ensure adherence to federal and state laws, permits, and guidelines is a significant aspect of the work.  Work is performed under the supervision of an administrative superior.

 

ALLOCATING FACTORS

 

1.       An employee in this class directs, through subordinate assistant superintendents and supervisors, repair and maintenance activities in a major area of the City's conveyance systems.

2.       The positions must be located in the Water Department.

3.        Only four positions will be allocated to this class.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

All Positions

 

          Directs preventive maintenance and emergency repairs and a variety of supporting services to the City's water conveyance system through subordinate supervisors; develops policies, procedures and goals for program; develops and directs implementation of preventive maintenance schedules and procedures for response to emergency situations.

          Reviews and modifies design plans and specifications for major construction or rehabilitation projects on conveyance system equipment, waste/storm water collector system equipment, buildings and grounds; prepares plans and specifications for small scale rehabilitation and construction projects on conveyance or collector system equipment, buildings, structures, and grounds; reviews construction and rehabilitation work in progress with a Construction Engineer to ensure that it is performed in accordance with design plans and specifications as well as all local, state, and federal regulations and permits; confers with contractors to make recommendations and resolve problems concerning the progress of rehabilitation and construction projects.

          Confers with departmental personnel, public utility officials and contractors to coordinate conveyance operations.

          Administers departmental policies and procedures; interviews and selects new employees; conducts unit analysis and prepares operational reports for department officials; attends disciplinary hearings and determines disciplinary action; initiates and conducts safety and training seminars to improve employee skill levels.

          Receives preliminary budget requests from subordinate supervisors; prepares composite budget request and submits it to a higher level administrator; confers with administrator on additions or deletions from budget request; receives and approves purchase requisitions and petty cash requests from subordinate supervisors; monitors unit inventory to ensure efficient use of materials and supplies.

          Performs related work as required.

 

Water and Waste/Storm Water Pumping Positions

 

          Plans, assigns and reviews, through subordinate supervisors, the work of a large staff engaged in the maintenance, repair, inspection and monitoring of electrically and mechanically operated pumps, generators, auxiliary equipment and other types of equipment and in the maintenance of grounds areas; directs pumping activities through subordinate supervisors responsible for the maintenance of various conveyance system pumping stations.

          Coordinates the maintenance, repair, inspection and monitoring activities of the City's pumping system, water storage facilities, diversion chambers, and computer-controlled combined and sanitary storage and outlet structures by analyzing production reports, if required by assignment; makes periodic visits to various work areas to observe staff maintenance, repair, inspection and monitoring activities to ensure that established methods and techniques are adhered to and that federal and state regulations are met; points out areas of non‑conformance and recommends corrective action; develops and implements procedures to meet emergency and unusual production demands; directs through subordinate supervisors the maintenance of pumps, motorized transmission valves, pumping, auxiliary equipment at elevated and underground storage and intake facilities, regulator and tide gates, rain gauge network, and electrolysis equipment; directs through subordinate supervisors or contractors the maintenance of grounds surrounding pumping stations and storage and intake facilities; directs and implements a computerized record keeping system; analyzes pumping system equipment and system-wide monitors through computerized data; confers with departmental computer programming experts to develop new record keeping programs; monitors the EPA’s Contamination Warning System; ensures compliance with all Consent Order Agreements with the Pennsylvania Department of Environmental Protection

 

Distribution and Sewer Maintenance Positions

 

          Plans, assigns and reviews, through subordinate supervisors, the work of a large staff engaged in either the repair, maintenance and updating of the water distribution systems, or the waste/storm water collection system; directs provision of emergency response to customer complaints; directs investigation of customer complaints; directs responses to requests from customers for service; determines causes of complaints; determines if requests are appropriate; determines the appropriate action which rectifies situation; prepares correspondence to customers explaining causes of problems and explanations of the department's response; ensures proper procedures and processes regarding the disinfection of water main components and dechlorination of a  potable water before allowing it to enter a storm sewer; manages the submission of charges to other city departments and third party entities for the services of the Distribution or Sewer Maintenance Units; participates in partnership with other municipalities in the National Incident Management System. 

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

·       supervisory methods and techniques required to direct a large staff of clerical, supervisory, trades and other field personnel

·       performance management, analysis and reporting

·       pertinent local, state, federal regulations, legislation, permits, agreements, etc.

·       the preparation of the budget and monitoring of budget expenditures

·       the occupational hazards and site safety precautions and standards governing field operations

·       the methods, materials, tools and practices used in the installation, maintenance and repair of water conveyance systems and equipment

·       procurement practices, procedures and policies of the City

·       the principles and practices of pumping operations and maintenance for  the Pumping positions

·       the relevant aspects of hydraulic, mechanical and electrical principles as required in the operation and maintenance of a large pumping system for the Pumping positions

·       the principles governing the operation, testing and maintenance of potable water, raw water, waste water, and storm water pumping equipment for the Pumping positions

·       information technology utilized in the water industry, including, but not limited to entering, extracting and communicating information, tracking progress and results, work backlog, close outs, and preparation of work reports

·       inventory maintenance and control principles

·       practices governing the operation of water systems and their component parts for the position

·       city geography and street layout

·       dechlorination and decontamination processes of water and waste water and related piping, sewers, and infrastructure

 

ABILITY TO:

 

·       plan, assign, and coordinate the work of a large staff of clerical, supervisory and field personnel engaged in the installation, repair and maintenance of water conveyance systems and equipment

·       specify and anticipate the need for personnel, materials, tools and equipment essential to water conveyance system repair and maintenance

·       present detailed technical information both orally and in writing

·       read and interpret plats and plans appropriate to the water conveyance or waste/storm water collector system and understand the principles of engineering and how they interrelate with the water conveyance or waste/storm water collector system

·       establish and maintain effective working relationships with departmental and public utility officials, associates, contractors and the general public

·       communicate with public relations officials and the media regarding any major problems or emergencies affecting the water supply or infrastructure

·       analyze operating reports and evaluate conveyance systems operations

·       write contracts or make alterations to existing contracts in order to meet requirements

·       plan and review the work of personnel engaged in the various aspects of water conveyance systems

·       maintain various records relating to water conveyance or waste/storm water collector systems operations and personnel

·       coordinate maintenance activities for the efficient and economical operation of water service facilities.

·       plan, assign, and coordinate the work of a large staff of clerical, supervisory and field personnel engaged in the installation, repair, restoration and maintenance of water mains, waterways, sewers and storm water conduits and equipment

·       utilize computer hardware and software relating to work assignment, including Microsoft Office Suite

·       complete the Basic and Mid-level Management Course and the Basic Procurement Course offered by the Water Department, within six months of appointment.

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 5/21)

 

EDUCATION:

 

          Completion of an associate degree program in engineering technology or construction management at an accredited college or university.

 

AND

GENERAL EXPERIENCE:

 

          Three years of experience at the second supervisory level in a water distribution or wastewater collection program.

 

OR

 

          Three years of experience supervising a crew of skilled trades personnel engaged in the maintenance and repair of large industrial pumping equipment.

 

OR

 

          Three years of experience in a second-level supervisory capacity in industrial maintenance, supervising a staff of electrical, electronic and instrumentation, or mechanical, or HVAC and building and grounds trades workers and performing corrective, preventative and predictive maintenance programs and plant parts inventory at a water pollution control plant or water treatment plant.

 

AND

SPECIFIC EXPERIENCE:

 

Two years of experience as a Water Conveyance Systems Assistant Superintendent

 

OR

 

          Two years as a Water Maintenance Superintendent

 

OR

 

          Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included the specific experience described above.

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

          Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

          Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of appointment as a Water Conveyance Systems Superintendent.

 

          Possession of a Class A and/or Class E license for Water and Wastewater Systems Operators issued by the Commonwealth of Pennsylvania Department of Environmental Protection is preferred.           

 

Note: Preferred license or an additional two years of general experience can substitute the associate degree requirement.
