WATER DISTRIBUTION SUPERVISOR I
GENERAL
DEFINITION
This is water distribution repair and maintenance work at the second supervisory level,
planning, assigning and recording the work in a concentrated, specialized area of water
distribution. Work involves the supervision, through a subordinate crew chief, of a small
number of field crews engaged in either the valve maintenance, repair and replacement program;
the equipment and crew support pool; the maintenance and repair training program; or the leak
detection program. An employee in this class serves as supervisor in a distribution district or
city-wide specialized area in the absence of the assigned supervisor. Dealing with interdepart-
mental personnel and the public is a significant aspect of the work. The responsibility for
supervising a subordinate crew chief and a small number of crews and the concentration of work
in one element of the water distribution program differentiate this class from that of the higher
level supervisory class. Work is performed under the general supervision of a Water
Distribution Superintendent. Employees in this class may be required to work evenings,
weekends and holidays as duties require. Work may involve some disagreeable aspects.
TYPICAL EXAMPLES OF WORK

- Plans, assigns and records the work and outcomes of special maintenance and repair
projects; prepares, reviews and maintains records and files of various forms and reports; visits
field sites prior to work projects to determine locations of surface and underground utilities and
types of paving; notes extent of job and of projected availability of field crews; interfaces with
utilities' representatives, requesting their physical plans for review; coordinates work on assigned
projects with other city agencies.
- Makes daily tours of work in the field; drives a motor vehicle during tours of work sites;
advises and instructs subordinate crew chief and repair workers on the proper execution of
assigned tasks; inspects work for progress and ensures that it is proceeding in accordance with
instructions, general work standards, and time limits; orients new employees to departmental
policies and practices; conducts safety meetings to provide safety instructions to field crews;
supervises annual inventory of equipment and tools in unit or in the distribution equipment pool.
- Prepares written and verbal activity reports for superior; arranges for support equipment
nd changes crew composition and size in the completion of assigned projects; may supervise
major water shutdowns; informs public and affected utilities of pending disruption of service;
supervises the replacement, repair and maintenance of large or small defective valves; inspects
properties damaged by water in the event of possible litigation against the department; assists
in planning work assignments to accommodate seasonal variations in work load, special projects,
ongoing programs and emergency priorities.
- Supervises inspection of water mains and other water distribution appurtenances to detect
and locate all types of water leakage; supervises the performance of hydraulic monitoring and
gauging activities involving the entire water distribution system; plans leak detection courses of
action; assigns leak detection work projects to field crews through a subordinate crew chief.
- Supervises the scheduling procedures for the distribution equipment pool in assigning
tools and equipment to the districts and other city agencies; devises scheduling procedures to
make the most effective use of pool equipment and manpower; coordinates work for agencies
outside of water operations and provides on-site direct supervision when required; evaluates
equipment usage and recommends methods for more effective use of equipment; evaluates the
organization of the equipment pool unit and makes recommendation for improved organizational
structure.
- Coordinates the activities of a maintenance and repair training program; assists in
defining distribution's maintenance and repair training needs and objectives; establishes the
training schedule; implements the training program and coordinates the implementation with the
district supervisors; assists in the development of distribution's computer based recordkeeping
systems; assists in planning, providing for, and/or training new employees in procedures and
techniques; assists in establishing work standards and reviews work performance to insure proper
productivity.
- Replaces crew chiefs when required; assumes duties of district and city-wide higher level
supervisors during vacations and sick leaves.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS
AND ABILITIES
KNOWLEDGE OF:
- the methods, materials, tools, equipment and practices used in the installation, repair and
maintenance of water mains and equipment.
- the hazards and safety precautions involved in the work.
- the practices governing the operation of water distribution systems and their component
parts.
- the methods and techniques used in leak detection and hydraulic monitoring and gauging
work applied to the water distribution system.
- supervisory methods and techniques.
ABILITY TO:
- assign and supervise two or more field crews engaged in the installation, maintenance
and repair of water mains and equipment.
- read and interpret plans, plates and blueprints appropriate to water distribution systems
and other utilities.
- evaluate the effectiveness of water distribution maintenance and repair methods and
equipment usage and make recommendations for improved methods and usage.
- draw rough plans needed to explain assignments.
- perform water leak detection and hydraulic monitoring and gauging work on the entire
water distribution system.
- establish and maintain effective working relations with associates and the general public.
- prepare and maintain time, activity and material reports.
- communicate clearly, both orally and in writing.
- closely inspect work in excavations, bridges and other hazardous locations.
- present detailed technical information, both orally and in writing.
MINIMUM ACCEPTABLE TRAINING
AND EXPERIENCE
(The following statement
represents the minimum training and experience standards which will be used to admit or reject
applicants for tests. Applications submitted by candidates for this class will be reviewed based
on training and experience requirements as approved on 3/72.)
- Education equivalent to the completion of the tenth school grade.
- Five years of experience in the installation, maintenance or repair of water mains and
appurtenances, one year of which has included the supervision of one or more field crews
engaged in water distribution work at the crew chief level.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions
required of a position in this class.
LICENSES, REGISTRATIONS, AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Water Distribution Supervisor I.
