This is specialized supervisory sanitation, street maintenance and repair or traffic sign work. An employee in this class supervises the work of a highway crew of varying size, several traffic sign or sanitation crews of semi-skilled and/or unskilled personnel engaged in street and highway repair activities, traffic sign maintenance / installation or waste collection and street cleaning operations. Work includes the responsibility for the completion of assigned tasks. An important aspect of the work is the operation of automotive equipment utilized to complete work assignments. Work is performed under the supervision of a technical superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
· A position in this class must supervise the activities of semiskilled and/or labor crews engaged in waste collection and street cleaning, street maintenance and repair, or traffic sign maintenance.
· The work must be performed in the Highways Division, the Traffic Sign Shop, or the Sanitation Division within the Streets Department.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Assigns job tasks giving any special instructions as needed; requests extra materials, equipment, or personnel from supervisor when necessary to complete job; observes work in progress and upon completion for conformance to operational practices and standards; insures that work area is clean before leaving work site.
Operates equipment; performs first echelon maintenance on truck and towed vehicles.
Performs related work as required.
HIGHWAY MAINTENANCE SPECIALTY
Receives work assignments and schedules for street
maintenance and repair work from street repair supervisor; gathers workers,
materials and equipment needed to complete concrete, asphalt, emergency
maintenance or repair work; inspects work which includes plumbers' and city
ditches, potholes, cave-ins, "push-ups", cracks, depressions,
"wear-outs", etc. and determines corrective measures; plans and sets
up work to reduce interference with traffic and places traffic cones or
barricades to insure worker safety; prepares daily report detailing the time
and cost of labor, material and equipment used to perform work.
Operates trucks for such purposes as: transporting workers to and from work sites; hauling sand and other loose materials used on highway construction or maintenance projects; hauling paving materials from storage yards and warehouses to street and highway repair projects; spreading sand and/or salt on icy roads.
Directs crew in the performance of miscellaneous tasks including the removal of debris from city land, the cleaning of drainage ditches, the cutting of grass on traffic islands, the resetting of granite blocks in city streets, the repairing of concrete traffic islands, the removal of fallen trees from the traffic arteries, and the cleaning of oil spills.
Participates in the ice and snow removal program when directed; directs crew in salting of streets, highways and bridges; removes snow and ice from crosswalks, inlets, steps, traffic signs and from around fire hydrants; erects snow fences to prevent snow drifts, etc.
TRAFFIC SIGN SPECIALTY
Receives work
assignments from Streets Repair Supervisor; keeps daily log of work assigned
and completed by traffic sign crews; assigns preventive maintenance maps and
street name sign and overhead sign work orders to Streets Repair Crew Chief 1;
prepares performance evaluations and disciplinary actions.
Reviews street name sign work orders and assigns fabrication of needed signs to Traffic Paint Shop.
Verifies street name sign work orders against computer database to prevent duplication of work assignments.
Investigates preventive maintenance map areas to insure that entire work assignment has been completed; informs Streets Repair Supervisor and subordinate Streets Repair Crew Chief's of discrepancies.
Determines most feasible location for signs that are difficult to place due to obstruction, guy wires, or other obstructions.
Receives work assignments from Waste Collection Supervisor; assembles crews comprised of the appropriate personnel to perform and complete work orders; directs large crews of laborers and heavy equipment operators in waste collection and street cleaning activities along prescribed routes; provides instruction and guidance to crews during assignments.
Inspects the progress of refuse collection and street cleaning to determine that the work is being performed in accordance with operational practices and standards; determines whether adjustments in the distribution of workers and equipment are warranted; re-assigns workers and equipment as necessary.
Resolves refuse collection and street cleaning complaints received from the public; speaks with complainants at their residence; takes the appropriate action to resolve problems.
Prepares routine reports such as time and production sheets, injury reports and maintenance reports.
Recommends disciplinary actions.
Makes changes to routes as required; makes recommendations concerning equipment and resource needs.
Implements plans for modifications and use of equipment for snow removal in districts during snow emergencies.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:

· City policies and regulations regarding inspection, maintenance and repair of traffic signs computer operations and software packages pertinent to the maintenance of the citywide street sign database
· City geography and layout and refuse patterns
· Equipment, methods, and techniques commonly used in refuse and garbage collection and street cleaning activities
· Occupational hazards present, and safety precautions used in sanitation operations
· The load capacity of vehicles used in the collection of refuse
· Routing methods and the tools used in developing routes
SKILL IN:
· The operation of single chassis trucks or equipment of equal complexity, safety and efficiency on or off the highway, in traffic and under adverse climatic conditions.
ABILITY TO:

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 5/26.)
EDUCATION:
Education equivalent to completion of the twelfth school grade.
AND
EXPERIENCE:
Two years of experience as a member of a street repair crew performing semi-skilled tasks pertinent to the maintenance and repair of city streets and highways.
Two years of experience at the Crew Chief level working in traffic sign crew performing installation and maintenance of traffic signs pertinent to maintaining the public safety of city streets.
Three years of experience as a member of a crew engaged in the activities of a municipal waste collection and street cleaning program.
Any equivalent combination of acceptable training and experience.
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
Possession of a valid Class B - Commercial Drivers License (CDL) issued by the Commonwealth of Pennsylvania for all specialties prior to the scheduled examination and during tenure of employment as a Street Crew Chief 2.
