GARBAGE COLLECTION SUPERVISOR
GENERAL
DEFINITION
This is administrative work directing and coordinating a city-wide garbage collections
program. The employee has responsibility for advertising and negotiating with private
contractors on garbage collection routes and resolving complaints from the general public and
private contractors as they affect collections. Of major significance to the work is the
establishing and maintaining of effective working relationships with subordinates, private
contractors and the general public.
Work is preformed under the general supervision of an administrative superior.
Assignments require the use of evaluative thinking and are performed in accordance with
accepted garbage and refuse collection standards and applicable regulations. The employee in
the class has controlling responsibility for supervising a city-wide garbage collection program.
TYPICAL EXAMPLES OF WORK
(ILLUSTRATIVE ONLY)
- Plans and lays out garbage collection routes and schedules based on the geographical
area, collection accessibility and the tonnage yield; prepares and/or reviews advertisements and
negotiates with private contractors on collection routes as well as the rules and regulations
governing collections.
- Receives requests from contractors for compensation increases; reviews records and
reports and makes recommendations on adjustments based on findings; approves payments to
contractors; makes adjustment to payments because of non-compliance with contract.
- Makes scheduled and unannounced tours of garbage collection routes to ascertain whether
collections are made in accordance with departmental rules and regulations; assigns complaints
and alleged violations to subordinate supervisors for investigation and correction.
- Makes arrangements to have garbage picked up by city forces in the event that assigned
contractors cannot make collections.
- Prepares and/or reviews a variety of reports on garbage collection operations and
performance.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS
AND ABILITIES
KNOWLEDGE OF:
- the efficient methods and operating procedures employed in a large scale solid waste
collection program including the economic utilization of mechanical equipment and
manpower.
- supervisory methods and techniques.

ABILITY TO:
- exercise judgment and discretion in enforcing departmental policies and procedures as
well as city ordinances as they relate to solid waste collection and disposal.

- collect and analyze data referring to a city-wide refuse collection of refuse.
- interpret data and formulate conclusions regarding the collection of refuse.
- establish and maintain effective work relationships with associates, contractors and the
general public.
MINIMUM ACCEPTABLE TRAINING
AND EXPERIENCE
(The following statement
represents the minimum training and experience standards which will be used to admit or reject
applicants for tests. Applications submitted by candidates for this class will be reviewed based
on training and experience requirements as approved on 10/80.)
- Education equivalent to completion of the twelfth school grade.
- Six years of sanitation operations experience, two years which shall have been in a
responsible supervisory or coordinating capacity above the foreman level.
Or any equivalent combination of education and experience.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions
required of a position in this class.
LICENSES, REGISTRATIONS, AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as Garbage Collection Supervisor.
