GENERAL DEFINITION
This is semi‑skilled and manual work in general laboring operations. Employees in the General specialty perform one, or a variety of generally repetitive duties involving physical exertion and requiring manipulative ability in the regular use of small hand or machine tools, or operation of power equipment. Employees in the Community Life Improvement Program perform repetitive duties in eliminating debris from properties by the use of power equipment. Work is performed under close supervision usually as a member of a crew. Employees in the Automotive Driver specialty operate a motor vehicle to transport passengers, mail or materials to specified destinations. Assignments are stable in nature and are performed in accordance with work instructions and established routines. Work assignments require strenuous physical effort and involve conditions which can only be partially controlled.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Community Life Improvement Program Specialty
· Uses lawn mowers, chain saws and other landscaping equipment; trims and removes overgrown vegetation from vacant lots; performs snow removal as directed.
· Uses power washers to remove graffiti from multiple surfaces; paints over surfaces; removes debris from lots, alleys and exterior of vacant properties.
· May operate as a driver during inclement weather
General Specialty
· Uses wrenches, pliers, screwdrivers, hammers, and other hand tools for use in the minor adjustment and repair of machinery, and the routine maintenance of buildings; uses power tools such as saws and drills.
· Uses pneumatic tools in digging ditches and in breaking street surfaces; compacts loose earth with pneumatic or hand tools; uses rakes and tampers to spread asphaltic road building material in patching street surfaces.
· Starts, stops, adjusts and operates air compressors, gasoline generators, gas or electric fork lifts, pumps, power lawn mowers, power sickle bars and other power equipment; checks fuel, cleans and lubricates equipment, replaces filters and drive belts, performs other minor maintenance tasks and reports malfunctions.
· Operates that portion of the above listed equipment that applies to work assignment; drives automobiles, vans, light trucks and other single chassis vehicles, if required by work assignment.
· Operates or instructs others in the operation of automatic or manually controlled passenger or freight elevators; makes trial runs to make sure elevator are working properly.
· Washes painted, plastered, or other type walls and ceilings as required.

KNOWLEDGE OF:
· the methods and equipment used in a variety of labor operations for the General specialty
· the geography of the City for the Automotive Driver specialty
SKILL IN:
ABILITY TO:
· learn the operation and use of hand tools and power equipment

· perform heavy manual labor for an extended period, often under adverse climatic conditions for the General and Community Life Improvement Program specialty
· drive single chassis vehicles safely and efficiently

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 8/25.)
EXPERIENCE:
All Specialties:
Ability to read and write English.
General Specialty
Six months of experience in general laboring operations.
Community Life Improvement Program
Six months of laboring experience performing graffiti removal and enforcing city regulations regarding vacant lots in the Community Life Improvement Program.
Automotive Driver Specialty
Six months of experience in general laboring operations.
OR
One year of experience in the operation of an automobile
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Semi‑Skilled Laborer if required by job assignment.
NOTE: A separate examination for the Automotive Driver specialty will not be administered. Positions in this specialty will be filled from the Semi‑Skilled Laborer (General) eligible list. Selective Factor Certification will be used to certify candidates who possess a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania.
