ZONING ADMINISTRATOR
GENERAL DEFINITION
This is administrative level code compliance and enforcement work directing, through
subordinate supervisors, the activities of a technical, inspectional, and clerical staff engaged in
the review of applications received for zoning and facility use permits for conformance to
established zoning code standards, and conducting inspections to determine adherence to
provisions of the zoning code. The employee in this class establishes and implements
administrative policies and procedures to ensure effective and efficient delivery of service, and
works with architects, attorneys, engineers, contractors, City and departmental officials, the
general public and/or their representatives to interpret, analyze and/or explain the provisions,
scope and parameters of the zoning code, zoning variances, and exceptions. Work is performed
under the direction of an administrative superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)
- The employee must direct the activities of a staff engaged in municipal zoning regulatory
and compliance activities.
- The employee must establish and implement zoning administrative policies and
procedures, and participate in the formulation and development of departmental policy
as it applies to the zoning function.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Plans, organizes, coordinates, and reviews the activities of a technical, clerical, and
inspectional staff engaged in reviewing applications received for zoning permits for conformance
to location, size, height, use and other requirements to designated zoning districts within the
City; participates in the formulation and development of departmental policy as it applies to the
zoning function; establishes administrative policies and procedures to ensure the effective and
efficient delivery of service to the public; prepares preliminary budget proposals for unit;
evaluates the effectiveness of service delivery.
- Meets with architects, engineers, contractors, developers and others to provide zoning
ordinance requirements for buildings, signs, and other related structures; attends City Council
meetings; monitors legislation pertaining to land reclassification, and bills enacted which affect
zoning ordinances; incorporates revisions to the appropriate zoning maps and within the zoning
code; incorporates variances and exceptions granted by the Zoning Board of Appeals; analyzes
and seeks solutions to problems arising from implementation of the zoning code; recommends
legislative and procedural changes designed to alleviate excessive requests for variance.
- Attends City Planning Commission meetings; examines development plans for their
potential effect on existing zoning districts.
- Consults on the preparation of training programs for subordinate personnel; advises on
training priorities.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the general theory of zoning, planning and land use law.
- laws, ordinances, and regulations governing zoning and related codes.
- building, fire, and housing codes and related ordinances as they relate to the examination
of applications for zoning and use permits.
- the methods and techniques of interpreting and analyzing legislation as it pertains to
zoning.
- the methods, practices, and techniques of monitoring legislative and regulatory agendas,
and identifying those initiatives which may have an impact upon the zoning function.
- principles and techniques used in preparing maps, property descriptions and exhibits as
they relate to zoning.
- private and public agencies involved in city and neighborhood planning,business and
housing relocation land development and land uses.
- managerial methods and techniques.
- supervisory methods and techniques.
SKILL IN:
- reading and interpreting blueprints and plot plans.
- coordinating the activities of work units to provide efficient and effective service.
- evaluating the effectiveness of administrative functions and programs, and implementing
changes to provide for more effective and efficient operations.
- researching and comprehending legal descriptions and concepts which form the historical
basis for current zoning and use classifications.

engaged in compliance and inspectional activities.

codes and related ordinances.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement
represents the minimum training and experience standards which will be used to admit or reject
applicants for tests. Applications submitted by candidates for this class will be reviewed based
on training and experience requirements as approved on 9/93.)
EDUCATION
- Completion of a bachelor's degree program from an accredited college or university with
major course work in urban or regional planning, civil engineering, or a closely related field.
AND
GENERAL EXPERIENCE
- Two years of zoning administration or City planning experience above the full
performance level.
AND
SPECIFIC EXPERIENCE
- Two years of experience directing a staff engaged in zoning compliance and regulatory
activities.
Or any equivalent combination of education and experience determined to be acceptable
by the Personnel Department which has included a bachelor's degree as an educational minimum
and the specific experience as described above.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
NOTE:
Completion of a master's degree program in urban or regional planning, civil engineering or a closely related field will be considered equivalent to the general experience required.
