STREET LIGHTING INSPECTOR II
GENERAL DEFINITION
This is technical field work inspecting street lights and contracted services and includes
performing preliminary repairs to poles that have been knocked down. On an assigned shift,
an employee in this class is responsible for performing first echelon repairs and may oversee an
assigned inspector or a small emergency repair crew. Contact with employees of public utilities,
private contractors and the general public is a significant aspect of the work. The employee in
this class insures that street lighting maintenance projects are carried out according to contract
and that street lights are maintained during the assigned shift. Work is performed under the
supervision of a technical superior.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Receives assignments of installations and complaints to be checked; gets daily schedule
of contractors' working routes; plots a route to cover assignments while crossing contractors'
routes; drives to inspection sites; inspects street lighting for extent of illumination and proper
operation.
- Inspects the work of contractors performing such services as bulb washing and
replacement; reviews complaints received by the contractor; checks work performed; insures
compliance with city contractors; may supervise lower level inspectors performing such work.
- Investigates complaints of inadequate or deficient street lighting; takes measurements;
prepares a schematic drawing showing existing street conditions such as location of streets, types
and sizes of lights, location of poles, trees and adjacent property; recommends type of corrective
lighting.
- Proceeds to all pole knockdowns, notifies utility representatives, the police and other city
departments; directs or reroutes traffic around the knockdowns; supports leaning poles by tying
to solid objects; uses ladder or bucket lift to reach luminaires; makes lights safe by cutting,
bending, and taping the wires; removes pole, metal fragments, and glass from the roadway.
- Calls out repair crews when extensive damage has been done, assigns the work to the
drivers, helpers, and lineman; assists the lineman when necessary; releases the crew when work
is completed satisfactorily.
- Prepares reports of lights to be repaired or replaced the next day; indicates damages and
the equipment needed for repair; submits daily and weekly reports of miles traveled; provides
a written reply to assignments and complaints checked.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- inspectional methods and procedures.
- the practices and procedures involved in the installation and maintenance of street lights.
- electrical connections as they apply to street lights.
- blueprints, specifications, and shop plan reading and interpretation.
ABILITY TO:
- learn the methods and procedures, including the use of proper tools and materials, used
in the repair, maintenance and installation of street lights and appurtenances.
- learn the safety precautions necessary when working with electrical connections.
- interpret, explain and enforce compliance with contract specifications firmly and
tactfully.
- recognize shop plan, blueprint and specification deviations, improper or faulty
installation, maintenance and repair, and to recommend corrective action.
- express ideas effectively, both orally and in writing.
- keep records and make reports.
- establish and maintain effective working relationships with associates, contractors, and
the public.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement
represents the minimum training and experience standards which will be used to admit or reject
applicants for tests. Applications submitted by candidates for this class will be reviewed based
on training and experience requirements as approved on 1/86.)
- Education equivalent to completion of the twelfth school grade.
- Three years of experience performing field inspections, one year of which has been
inspecting street lighting installations.
Or any equivalent combination of education and experience determined to be acceptable
by the Personnel Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Street Lighting Inspector II.
