MESSAGE CENTER SUPERVISOR
GENERAL DEFINITION
This is supervisory communications work directing the activities of a group of employees receiving and
transmitting messages and dispatching emergency work crews in a municipal message center. The employee
in this class participates in message transmission work but in a secondary capacity. Work is performed under
the supervision of an administrative supervisor.
ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)
- The employee must perform supervisory communications work directing the activities of a group of
employees receiving and transmitting messages and dispatching emergency work crews.
- The position must be located in the Department of Public Property.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Makes shift assignments and provides for work coverage; assigns work to and reviews the work of
subordinate message center operators; insures compliance by subordinates with work standards and center
policy and procedures; approves leave and work absences.
- Oversees the execution of emergency communications procedures; makes decisions on priority work and
interprets center emergency procedures and policy; reviews and takes action on complaints;
- Trains employees in center procedures and policy, work standards and equipment operation; reviews
and makes improvements to center procedures; recommends improvements in message center policy to
supervisor.
- Receives and transmits messages between City offices and City vehicles using a two-way radio system
and telephone; receives emergency calls for the general public and refers them to, or notifies directly, the
appropriate city or private agencies; dispatches crews and equipment in emergency situations, which
occasionally requires sending crews on overtime work.
- Monitors burglar, trouble, and pump alarm systems; notifies proper city authorities in the event of a
sounded alarm.
- Dispatches chauffeured cars to City officials as requested.
- Records and time-stamps messages and notes pertinent information concerning their dispatch and receipt
on file cards; maintains a card file system of car numbers, phone numbers, car assignments, and other
information pertinent to message center operations.
- Monitors the location of employees of the Sheriff's Department who are serving warrants; notifies
proper City authorities in the event that they need back-up.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the procedures and policy concerning the operation of a municipal message center.
- the names, locations and functions of various City officials and their departments.
- computers and computerized systems associated with a municipal message center.
ABILITY TO:
- plan, assign and review the work of a group of subordinate Message Center Operators.
- operate a two-way radio system and other related communication equipment.
- react quickly, calmly and with sound judgement in receiving and transmitting emergency calls and
dispatching emergency crews.
- maintain routine clerical records.
- speak clearly and distinctly.
- insert and retrieve computerized records.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the
minimum training and experience standards which will be used to admit or reject applicants for tests.
Applications submitted by candidates for this class will be reviewed based on training and experience
requirements as approved on 5/96.)
EDUCATION
- Education equivalent to completion of the twelfth school grade.
GENERAL EXPERIENCE
- One year of experience in the operation of a telephone switchboard or two-way radio console.
AND
SPECIFIC EXPERIENCE
- Two years of experience in the operation of a two-way radio console in a municipal message center.
Or any equivalent combination of education and experience determined to be acceptable by the Personnel
Department which has included the specific experience as indicated.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
