MECHANICAL PLANS AND PERMITS COORDINATOR
GENERAL DEFINITION
This is administrative and supervisory code compliance work directing the activities of plans review and inspection
personnel insuring that the mechanical aspects of building construction plans and blueprints conform to related codes,
ordinances and permit criteria. Work includes interpreting and applying the plumbing, electrical and related codes,
developing and implementing administrative procedures to control and coordinate the work of subordinate personnel,
establishing work priorities and coordinating mechanical unit work with other departmental code compliance activities.
Contact with contractors, engineers, mechanical installation trades personnel, departmental representatives and
governmental officials is of significance to the work. Work is performed under the direction of an administrative
superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)
- the position must direct the activities of plans review and inspection personnel insuring that plumbing, electrical
and mechanical aspects of building construction plans and blueprints conform to related codes, ordinances and
permit criteria.
- only one position may be allocated to this class.
- the position must be located in the Department of Licenses and Inspections.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Directs plumbing, electrical and mechanical unit personnel engaged in plans review and project inspection
activities; insures that the mechanical aspects of building construction plans, blueprints and projects conform to codes,
ordinances and permits; insures the accurate and prompt processing of electrical and plumbing permits; coordinates
inspection activities with construction managers and engineers to insure work in progress conforms to codes, ordinances
and permits; coordinates plans review and inspection activities with other departmental code enforcement activities and
other governmental agencies; insures plans and blueprints for plumbing and mechanical systems are consistent with overall
project plans and are processed in a timely manner.
- Develops, revises and implements policies and procedures for plan review and approval; recommends revisions
to plumbing, mechanical and electrical codes; insures efficient unit work flow; maintains confidentiality and security of
documents and trades occupational licensing material; updates examination materials; insures uniform interpretation of
codes, ordinances and permits by subordinate personnel; coordinates private electrical agency inspection audits.
- Consults with advisory board members, contractors, engineers and governmental officials to resolve complex plan,
examination or code interpretation problems.
- Maintains records and prepares narrative and statistical reports on unit operations.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- design and installation of plumbing and HVAC systems.
- the mechanical, plumbing, electrical and related codes, ordinances and regulations as they apply to commercial
and industrial establishments and single and multi-family dwellings.
- procedures used in reviewing construction plans and blueprints for conformance to municipal codes, ordinances
and regulations.
- provisions of the State Energy Act.
- building smoke management systems.
- inspection and code compliance techniques.
- basic mechanical engineering principles and practices.
- basic architectural design principles and practices.

- communicating and explaining code requirements.
ABILITY TO:
- direct plan review and inspection personnel insuring the mechanical aspects of plans and blueprints conform to
related codes and ordinances.
- read and interpret blueprints, plans and sketches and to recognize deviations from related codes, ordinances and
regulations.
- enforce codes, ordinances and regulations fairly, tactfully and impartially.
- establish and maintain effective working relationships with associates, governmental officials, contractors and the
general public.
- maintain records and prepare statistical and narrative reports.
- express ideas effectively both orally and in writing.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum training
and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates
for this class will be reviewed based on training and experience requirements as approved on 4/95.)
EDUCATION:
- Completion of an associate's degree program at an accredited college or university with major coursework in
mechanical or architectural engineering.
AND
EXPERIENCE
- Four years of mechanical design experience including one year evaluating and inspecting plumbing and HVAC
systems.
Or any equivalent combination of education and experience determined to be acceptable by the Personnel
Department that has included the education and the one year of specific experience described above.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this
class.
LICENSES, REGISTRATIONS, AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Mechanical Plans and Permits Coordinator, if required by work assignment.
