ZONING EXAMINER 2
GENERAL DEFINITION
This is code compliance work, at the intermediate level, examining and reviewing complex zoning and use permit applications for conformance with zoning standards. Employees in this class review applications for proper execution, approve or disapprove zoning and use permit requests, and verify information through zoning maps and records. Significant aspects of the work include eliciting required information from applicants, interpreting the zoning code, and explaining code requirements to the general public or their representatives. Work is performed under a technical or administrative supervisor.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
- Employees in this class must perform zoning examination work at the full-performance level.
- Positions in this class must be located in the Department of Licenses and Inspection.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Examines zoning and use permit applications for conformance with the zoning code; reviews property's history for previous conformance and/or variances from the zoning and related codes.
- Interprets the zoning code when reviewing requests for zoning or use permits for the construction, alteration or repair of structures in residential, commercial, industrial or special control district classifications; refers to blueprints and plot plans when calculating area measurements, and bonuses for additional set-back, open court-yards and other conditions as provided for in the zoning code and ordinances; reviews plans with plans examiners in other specialties to obtain clarifications of references in the zoning codes and ordinances to their specialties; conducts detailed analyses of case histories on properties to determine if uses are authorized under specific exemptions of existing zoning laws or authorized under variances granted.
- Applies algebraic or geometric calculations in computing area measurements; approves or recommends disapproval of applications for zoning or use permits; prepares reports indicating reasons for denials.
- Meets with the general public and their representatives to explain zoning code regulations, Zoning Board hearing process, answer questions, and explain disapproved applications; attends training sessions.
- Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the codes and regulations required by a public jurisdiction to govern land use within zoning requirements
- algebra, trigonometry and plane geometry as they apply to determining linear and area measurement
- interviewing techniques
- the English language and spelling
- departmental functions and organization as they relate to the application and enforcement of the various codes
- the building, fire and housing codes and related ordinances as they relate to the examination of applications for zoning and use permits
SKILL IN:
- obtaining information by interview, observation or investigation
ABILITY TO:
- read blueprints and plot plans
- construct plot plans
- elicit information quickly and easily
- provide information clearly and concisely
- use a considerable degree of tact, diplomacy, and judgment when dealing with the general public
- make varied and complex mathematical computations including algebra and plane geometry with accuracy
- explain code requirements, rules and procedures to the general public
- enforce zoning code requirements firmly and courteously
- determine whether proposed uses are in accordance with existing zoning laws or variances
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 01/04.)
EDUCATION
- Completion of the twelfth school grade.
AND
GENERAL EXPERIENCE
- Two years of experience performing architectural, drafting or surveying work.
AND
SPECIFIC EXPERIENCE
- Two years of Zoning Examiner 1 experience.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
