PARK CONCESSIONAIRE MONITOR
GENERAL DEFINITION
This is specialized inspectional and enforcement field work gathering facts by inquiry, observation, or
examination to determine conformance to provisions of contracts and/or leases with tenants and concessionaires.
An employee in this class conducts inspections and investigations, and performs related enforcement work to ensure
compliance with existing contractual agreements. Contact with concessionaires, vendors, tenants and the general
public is a significant aspect of the work. Inspections may be conducted during the evening and/or weekends, and
are performed under the direction of the Park Properties Manager.
ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)
- The employee in this position must perform inspections and related enforcement work to ensure compliance with tenant leases, concession contracts, park rules and regulations related to vending, and parking at special events throughout the park.
- The position must be located in the Park Properties Unit of Fairmount Park.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Uses City vehicle to travel to work locations; conducts inspections, announced or unannounced; elicits
information by observation, examination and questioning; determines compliance with existing agreements; advises
tenants or concessionaire of violations; makes recommendations for specific actions to correct violations; completes
inspection reports which describe conditions and violations found; prepares letters to tenants and/or concessionaires
citing violations; performs follow-up inspections to ensure corrective action was taken.
- Attends special events and monitors the activities of vendors; checks for permits and ensures that vendors
are only selling items specified in permit; informs illegal vendors to cease operations; calls police to remove illegal
vendors and/or confiscate goods.
- Maintains files and records on Park concessions and other lease operations; reviews and evaluates
reimbursement requests; determines whether or not expenses are eligible for reimbursement; inspects concession
to determine if work has been performed; approves or disapproves requests.
- Accompanies superiors to meeting with tenants, concessionaires, and departmental officials to discuss terms
of proposed or existing agreements.
- Learns the principles and practices of lease, contract and specification preparation; may conduct research,
analysis, and surveys required to facilitate the preparation of agreements with tenants and concessionaires; prepares
documents necessary to renew existing agreements.
- Performs related work as required.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum
training and experience standards which will be used to admit or reject applicants for tests. Applications submitted
by candidates for this class will be reviewed based on training and experience requirements as approved on 10/93.)
EDUCATION
- Completion of the twelfth school grade.
AND
SPECIFIC EXPERIENCE
- One year of experience performing inspectional and enforcement work in the field.
Or any equivalent combination of education and experience determined to be acceptable by the Personnel
Department that has included the specific experience described above.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position
in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of
Pennsylvania prior to appointment and during tenure of employment as a Park Concessionaire Monitor.
