METER READING OPERATIONS MANAGER
GENERAL DEFINITION
This is administrative work directing, through subordinate supervisors, a city-wide meter reading program. The employee in this class is responsible for the development and implementation of meter reading schedules, coordinating the detection of theft of service, the coordination of the meter reinspection function as part of an overall revenue enforcement program, and the development of new procedures and methodologies to insure the accuracy and efficiency of meter readings. The employee is also responsible for the recommendation and implementation of new technologies through the establishment and coordination of training programs for meter readers. Contact with departmental administrators, utilities, and community groups and supervision of a large staff through subordinate supervisors are significant aspects of the work. The position reports to an administrative
superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
- The position must be responsible for directing, through subordinate supervisors, a city-wide meter reading program.
- Only one position will be allocated to this class.
- The position must be located in the Water Revenue Bureau.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Plans, assigns and reviews the work of subordinate meter reading supervisors; assures adequate coverage of all districts so that meters are read on schedule; develops, implements, and maintains an effective route structure for water meter reading; assigns special readings and investigations resulting from complaints and requests for information by customers; develops and coordinates programs for reading categories of specialized accounts; reviews meter reading
adjustment orders.
- Directs, through subordinate supervisors, an electronic meter reading computer center
responsible for data input and referral, maintenance and training duties pertaining to electronic hand-held meter reading equipment; reviews and revises procedures in response to new technological developments.
- Directs, through a subordinate supervisor, the meter reinspection function which involves the performance of meter inspections thirty days after initial shut-off and installation of special devices on reinspected meters to ensure that water will not be illegally restored; assigns listing of properties to be reinspected to subordinate meter reading supervisor.
- Develops procedures for the servicing of special accounts such as governmental agencies, public utilities, or large business firms which use water as a principal source of raw material in their manufacturing processes and which may also have sewer meters; processes, through subordinate supervisors, meter readings received by office telephone tape recording operations; oversees the handling of special meter reading requests.
- Develops procedures governing the establishment and maintenance of a training program in meter reading, detection of theft of service, work safety, supervisory techniques and customer relations for subordinates; participates in various committees to promote organizational goals and objectives and facilitate communication among all organizational levels; interviews potential employees and makes selection recommendations; recommends employee disciplinary action as required.
- Prepares comprehensive, periodic, and special management reports pertaining to meter reading activity, cost and productivity; submits budget proposal for section; prepares annual report describing operations of section; represents City's meter reading interest at meetings with other departments, utilities and community groups.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the problems, methods and techniques encountered in a large scale computerized meter reading operation.
- the capabilities, features and requirements of an electronic meter reading center.
- supervisory methods and techniques.
- computer hardware and software relating to work assignment.
- the care and maintenance of electronic meter reading equipment.
- the procedures for performing tests on electronic meter reading equipment.

- establish and maintain effective working relationships with associates and the public.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 6/97.)
EDUCATION:
- Education equivalent to completion of the twelfth school grade.
AND
GENERAL EXPERIENCE:
- Four years of meter reading experience.
AND
SPECIFIC EXPERIENCE:
- Three years' experience supervising meter readers and three years' experience planning,
assigning and reviewing the work of meter reading district supervisors.
Or any equivalent combination of education and experience determined to be acceptable by
the Personnel Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Meter Reading Operations Manager.
