This is field work investigating voter registration eligibility and securing and inspecting polling sites in the Elections assignment in the City Commissioners Office or field work investigating fraud or abuse involving City funds in the City Controller assignment. Employees in this class gather facts by inquiry, observation, or examination to determine conformance to the laws of Pennsylvania and local laws and regulations applicable to the area of assignment. Contact with the general public is a significant aspect of the work. Work is performed under the close supervision of an administrative or technical superior. Assignments are limited in nature and are performed in accordance with instructions and established routines. Employees’ investigations provide the basis for important action taken by others in applying legal sanctions for violations.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
BILINGUAL SPECIALTY
Performs the duties described above with members of the English language speaking and designated non-English language speaking populations.
Conducts field investigations which includes interviewing persons to gather facts and observe circumstances in order to determine compliance with relevant laws, ordinances and regulations governing the area of assignment.
Appears and testifies at administrative hearings to present evidence gathered during the investigation.
Performs related work as required.
CITY CONTROLLER ASSIGNMENT
Conducts investigations and/or special inquiries into allegations of fraud, government waste, corruption, misconduct, unethical conduct, other illegal or prohibited activities of City employees and officials, contractors and users of City services; receives information from citizens or City departments, and anonymous tips; initiates investigations approved by City Controller or designated representative; determines investigative techniques and resources needed to conduct investigation; uses investigative checklist to carry out phases and scope of investigation.
Interviews employees, managers, executives, contractors, vendors, citizens, and public officials to gather information; analyzes facts to determine fraud or abuse issues involved and facts needed for resolution; interviews witnesses to obtain information, admissions or leads; collects and evaluates information; conducts surveillance of individuals or locations; conducts review of records or other documentation pertinent to the investigation; prepares findings for presentation to department official for use at administrative proceedings or for further legal action.
Determines credibility and reliability of information collected; determines if investigation is sufficient to resolve outstanding allegations or issues; prepares report of findings with reasons for investigation, allegations, information collected; prepares findings for presentation; may recommend changes to departmental procedures or policies to prevent future instances of fraud or abuse; testifies in administrative proceedings.
ELECTIONS ASSIGNMENT
Makes door to door canvassing investigations to determine that names on eligible voter lists are bona fide residents.
Makes various types of investigations of citizenship, age, residency, and on the basis of petitions in order to determine compliance with Registration Act, Election Code, United States Naturalization Law and other regulations as they relate to registration.
Makes special investigations of areas of city characterized by high rates of transiency.
Testifies at strike-off hearings concerning findings of investigations.
Supervises temporary field registration offices during semi-annual voter registration drives.
Compares signatures on official records with those made by voters on Election Day.
Posts street lists of eligible voters in conspicuous places within election districts.
Distributes election materials to election officials.
Secures new and inspects existing polling sites in accordance with the election law of Pennsylvania; reports damage claims by polling site owners for reimbursement.
Tabulates election vote count; reads official vote count at public election court hearing; checks voting machine to determine official count to answer protests of announced results.
Fills out and distributes poll watcher certificates to authorized individuals.
Visits public institutions to issue absentee ballots to sick and disabled.
Registers untried pre-trail detainees at penal institutions; distributes voter registration applications to city post offices.
Posts notice of change in polling site, ward or division boundary throughout the division.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 9/17.)
BOTH SPECIALTIES:
EDUCATION:
Education equivalent to completion of the twelfth school grade.
AND
EXPERIENCE:
OPTION 1:
One year of experience in field investigation work involving a substantial degree of public contact to gather facts on compliance with federal, state and/or local laws and regulations governing voter registration eligibility and securing and inspecting polling sites for the Office of the City Commissioners.
OPTION 2:
One year of field investigation experience of reported fraud or abuse involving City funds in the City Controller’s Office.
OR
EDUCATION:
One year (30 credits) of coursework from an accredited college or university.
AND
EXPERIENCE:
Six months of field investigation experience of reported fraud or abuse involving City funds in the City Controller’s Office.
BOTH SPECIALTIES:
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources.
NOTE: Selective Factor Certification may be utilized, as needed, to fill specific positions. In accordance with Civil Service Regulation 11.032 - Selective Factor Certification - the appointing authority may request certification of eligible candidates with the specified experience to fill specific positions in this class. Certification to fill such position will be made from the two highest-ranking eligible candidates on the eligible list who possess the specified experience.
ADDITIONAL REQUIREMENT FOR THE BILINGUAL SPECIALTY
Sufficient training and/or experience to be able to converse effectively in the designated non-English language.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license issued by the Commonwealth of Pennsylvania prior to and during tenure of employment as an Election/Fraud Field Investigator 1.
