CROSSING GUARD SUPERVISOR

 

GENERAL DEFINITION

 

            This is part-time supervisory level work ensuring the activities of School Crossing Guards are carried out directing traffic at an assigned intersection to afford maximum protection to children going to and returning from school. Employees in this class monitor coverage at designated intersections and participate in guard activities. Contact with the general public and communicating effectively with subordinates, other City agencies and City officials are significant aspects of the work.  Work requires standing for long periods of time, extended hand and arm movements and exposure to inclement weather.  The employee reports to an administrative superior.

 

ALLOCATING FACTORS (The following conditions must be met in order for a position to be allocated to this class.):

1.    Positions must supervise School Crossing Guards in their daily activities.

2.    Positions must be located in the Streets Department.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

            Assigns, monitors and ensures work is completed properly, and participates in the work of school crossing guards; tours area to check progress of crossing guards for compliance with work orders and established routines; frequently offers instructions and guidance to crossing guards during assignment; makes adjustments in assignment of employees as necessary; approves leave requests; coaches staff to achieve performance objectives; evaluates performance of staff and completes performance reports; participates in onboarding and training crossing guards in the field.

            Serves as liaison between department and representatives of local schools; answers inquiries and gives direction to the public; investigates complaints.

            Performs work as assigned directing traffic at intersections to cover for unexpected absences.

            Serves as mandated reporter under the Child Protective Services Law; maintains records of all activities and actions taken              

            Performs related work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

·         safety and security principles and practices.

·         City of Philadelphia motor vehicle regulations

·         geographic layout of the City of Philadelphia

·         supervisory methods and techniques

 

 

 

 

SKILL IN:

 

·         verbal communication

·         resolving routine problems associated with guard activities

 

ABILITY TO:

 

·         supervise a group of field personnel engaged in directing children

·         understand and follow oral and written instructions

·         remain alert and to act quickly and calmly in traffic emergencies

·         communicate specific instructions clearly, firmly, and courteously

·         understand laws, statutes and regulations affecting pedestrian safety

·         stand for a prolonged period in all types of weather

·         monitor an assigned area in the field

 

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 5/22.)

 

EDUCATION:

 

            Education equivalent to completion of the twelfth school grade.

 

AND

GENERAL EXPERIENCE:

 

            Two years of experience as a School Crossing Guard.

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

            Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

            Possession of a valid proper class motor vehicle operator's license as issued by the Common­wealth of Pennsylvania prior to appointment and during tenure of appointment as a Lead Crossing Guard.

            Child Protective Service Law requires FBI criminal history background check as well as the PSP criminal history background check and Pennsylvania child abuse background check as a condition of initial employment and during tenure of employment.

 

 

NOTE: If the FBI/Pennsylvania State Police criminal background checks reveal the existence of a disqualifying offense, additional documentation must be submitted as required by the City of Philadelphia to determine eligibility for appointment to or continued employment in the class under the Child Protective Services Law.
