JUVENILE DETENTION FACILITY GUARD SUPERVISOR

 

GENERAL DEFINITION

 

            This is supervisory juvenile detention security guard work for the Department of Human Services. Employees in this class supervise the work of lower level staff responsible for performing security and custodial services for the Juvenile Justice Services Center on an assigned shift. Employees in this class participate in performing security services and are responsible for determining work assignments, reviewing reports, and training new employees. Conducting a preliminary investigation of all accidents and incidents and leading and monitoring emergency responses to ensure that activities comply with policies, procedures and practices is a significant aspect of the work. Employees in this class have significant contact with the general public and with the Police Department in the event of security threats or safety issues. Work is performed under the supervision of the Juvenile Detention Facility Guard Manager or a higher level administrator.

 

ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)

 

1.    Employees must perform supervisory juvenile detention security guard work for the Department of Human Services.

2.    Positions must be located in the Juvenile Justice Services Center.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

Assigns subordinates to specific duties and assignments; participates in and oversees  the activities of subordinates and reviews incident reports and recommends further action if required; makes preliminary investigations of all accidents and incidents; may provide on the job instructions, training, and orientation to new employees; evaluates all forms and reports submitted by subordinates and makes corrections; submits written reports to higher level managers of activities inclusive of both custodial and prevention duties; leads and monitors emergency responses to ensure that activities comply with policies, procedures and practices; appraises work performance; addresses complaints with staff.

Participates and supervises lower level employees responsible for patrolling building and facility premises to provide security, and visually observe activities of persons in and around the Juvenile Justice Services Center; assess problems to determine resolution; notifies proper authorities, including the Philadelphia Police Department for escalated situations or security threats; escorts paramedics and/or emergency personnel through the facility as required; communicates events in person, phone, and by radio; ensures compliance with the Juvenile Justice Services Center security and safety procedures; may monitor CCTV for suspicious activity and recommends appropriate actions; monitors fire and panic alarms and responds appropriately.

Monitors lobby activity; participates and oversees the screening of the public before providing access to the facility including, checking identification and performing searches to prevent contraband from entering the facility; contacts the appropriate parties if contraband is found; answers complex inquires and directs visitors to appropriate areas; operates an automotive vehicle to transport staff to hospitals, training and in snow emergencies.

               Supervises lower level guards responsible for performing custodial duties including, sweeping, vacuuming, mopping and waxing floors, cleaning and maintaining restrooms, and washing windows; supervises staff responsible for picking up trash, dusting, shoveling snow and salting around the facility as required; reviews custodial logs for completion; inspects areas for security, fire, and accident hazards, and takes action; ensures adherence to custodial procedures and monitors overall cleanliness of the facility.

Reviews and revises written documents, such as daily logs and reports of incidents and/or custodial activity before submitting to higher level manager.

            Performs related work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

·         security techniques and principles

·         approved safety and security practices and procedures for screening individuals entering and exiting the Juvenile Justice Services Center

·         Juvenile Justice Services Center security policies and procedures

 

SKILL IN:

 

·         analyzing situations and objectively and determining the proper course of action

 

ABILITY TO:

 

·         supervise and direct the work of lower level staff

·         apply routine security techniques and principles

·         report or communicate unusual incidents, disturbances or maintenance problems to superiors

·         prepare and review clear, concise, and accurate written reports

·         understand and follow verbal and written instructions

·         establish and maintain effective working relationships with police, public officials, associates and the general public

·         react quickly and efficiently in emergency situations

·         work safely without presenting a direct threat to self or others

·         understand, speak, read and write in the English language

·         supervise custodial duties for adherence with recognized standards

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 3/21.)

 

EDUCATION:

 

            Equivalent to completion of the twelfth school grade.

 

AND GENERAL EXPERIENCE:

 

            Two years of experience performing protective work enforcing security and conduct, rules and regulations for a public building or facility.

 

AND SPECIFIC EXPERIENCE:

 

            One year of experience as a Juvenile Detention Facility Guard or Juvenile Detention Security Guard or as a Municipal Guard or a Security Officer 1.

 

OR

 

            Or any equivalent combination of education and experience determined acceptable by the Office of Human Resources.

           

PHYSICAL AND MEDICAL REQUIREMENTS

 

            Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

            Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of appointment as a Juvenile Detention Facility Guard Supervisor.

            Ability to pass and maintain the following clearances at the time of appointment and during tenure as a Juvenile Detention Facility Guard Supervisor:
