MUNICIPAL GUARD

 

GENERAL DEFINITION

 

            This is protective and custodial work in a municipal building or facility. An employee in this class guards a municipal building or facility on an assigned shift in accordance with building or facility safety/security rules and regulations. Work includes patrolling the building or facility and performing a variety of custodial duties.   Contact with maintenance crews, law enforcement officials and the general public regarding safety of individuals and maintenance/security of the building or facility is significant to the work. Work is performed under the supervision of a higher level guard or an administrative superior and involves some disagreeable conditions.

 

ALLOCATING FACTORS:   (The following conditions must be met for a position to be allocated to this class.)

 

·         Position must, on an assigned shift, guard a municipal building or facility in accordance with building or facility safety/security rules and regulations.

·         Position must patrol the building or facility and perform a variety of custodial duties.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

            Guards a municipal building or facility; screens individuals; admits or bars individuals visiting or utilizing building or facility in accordance with the building or facility safety/security rules and regulations; prevents theft in the building or facility; searches individuals for suspected stolen goods; allows only authorized materials in and out of the building or facility; maintains entry/exit register.

            Patrols building or facility to prevent acts of vandalism and disruptive individual behavior; periodically inspects building or facility grounds and equipment for proper functioning; reports any malfunctioning or maintenance problems to superiors and maintenance crews concerned; monitors individuals in the building or facility as necessary; quells any unusual disturbance or disruptive individual behavior by speaking directly to individual concerned; requests that the individual leave the building or facility; notifies superiors of any incidents; contacts police if necessary; logs time of patrol; prepares incident report to be submitted to superiors; may appear in court to testify against disruptive individual.

            Performs a variety of custodial duties; sweeps, vacuums, mops and waxes floors; cleans and maintains restrooms; washes windows; picks up trash from building or facility; dusts tables, chairs, shelves, etc.; trims hedges; mows lawn; shovels snow; removes graffiti; may perform minor maintenance tasks such as changing light bulbs.

            Participates in assigned building or facility special programs/events such as but not limited to visitor tours, school programs and community meetings; assists in setting up tables, chairs and equipment; may explain to visitors, program, event or building/facility rules and regulations; may operate building or facility elevator, escorting visitors to and from restricted areas; answers visitors' questions; guards, patrols and performs custodial duties as necessary.

            May perform police district security work monitoring the status of arrested persons and performing a variety of security and custodial tasks; may perform vehicle fueling and record keeping for an assigned district headquarters.

            Performs related work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

·         the standard practices and procedures used in guarding property and regulating the activities of the general public

·         the typical security problems involved in protecting a building or facility against theft, vandalism and disruptive individual behavior

·         the standard methods for reporting disturbances and fires

·         the occupational hazards and safety precautions involved in protective work

 

ABILITY TO:

 

·         learn assigned building or facility safety/security rules and regulations

·         learn approved safety/security practices and procedures for screening individuals and patrolling assigned building or facility

·         report or communicate unusual incident, disturbance or maintenance problem to superiors and/or maintenance crews concerned

·         learn the methods, materials and equipment used in performing a variety of custodial tasks

·         prepare incident reports, and explain or follow oral and written instructions

·         establish and maintain effective working relationship with associates and the general public

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 09/20).

 

EDUCATION:

 

            Education equivalent to completion of the twelfth school grade.

 

AND

EXPERIENCE:

 

            One year of full-time equivalent experience in protective work ensuring the public's compliance with safety/security rules and regulations for a government building or facility.

 

OR

 

            One year of active service in any of the Uniformed Services of the United States.

 

OR

 

Completion of 1800 hours of experience in the Free Library of Philadelphia system:

 

 

            Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included the experience as described above.

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

            Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

            Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Municipal Guard if required by work assignment.
