FINGERPRINT IDENTIFICATION SUPERVISOR

 

GENERAL DEFINITION

 

            This is fingerprint identification technical work supervising and participating in the activities of a fingerprint identification unit.  The employee is responsible for supervising full performance and trainee level Fingerprint Identification Specialists and for reviewing and verifying fingerprint identifications.  Work includes enforcing production standards, making work assignments and maintaining files and records.  Significant to the work is the performance of complex technical assignments. 

            Employees in this class work rotating shifts.  Work is performed under the supervision of a technical superior.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

            Reviews and verifies correct fingerprint classifications; countersigns all verifications; assists subordinates with the more difficult classification and matching.

            Reviews fingerprint impressions rolled by police and outside units; reviews latent fingerprint impressions taken at crime scenes; evaluates and determines if those impressions are acceptable for classification and identification.

            Reviews and evaluates the quality of work performed by lower level Fingerprint Identification Specialists and makes recommendations for training needs; makes work assignments to subordinates; maintains and enforces the unit production standards; initiates disciplinary procedures when those standards are not met; distributes to and monitors and controls the work of subordinate technicians; maintains daily, weekly, and monthly talleys and prepares statistical reports.

            Corrects codes and other informational errors they detect on detective and other police reports that accompany fingerprint impressions.

            Answers telephone inquiries from Philadelphia Police Units, State Police, FBI, and other law enforcement agencies.

            Performs related work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

·                     the Henry System of fingerprint classification and identification

·                     the techniques of rolling fingerprint impressions

·                     manual procedures for classification and identification

·                     the ACE-V methodology of fingerprint classification and identification

·                     history and science of fingerprint identification

·                     supervisory principles and practices

 

SKILL IN:

 

·                     classifying and identifying fingerprints

·                     providing courtroom testimony

 

ABILITY TO:

 

·                     maintain records and prepare reports

·                     establish and maintain effective working relationships with associates and police officials

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE: (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 12/17.)

 

EDUCATION:

 

            Education equivalent to completion of the twelfth school grade.

           

AND

EXPERIENCE:

 

            Four years of experience in fingerprint identification, two years of which shall have been at the full performance level as a Fingerprint Identification Specialist 2.

           

OR

 

            Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources.

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

            Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

            Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Fingerprint Identification Supervisor.

            Must be able to pass a local, state and national criminal background check prior to appointment including a fingerprint-based check as required by the Federal Bureau of Investigation's (FBI) Criminal Justice Information System (CJIS) Security Policy.
