COUNSELING AND GROUP THERAPY SUPERVISOR
GENERAL
DEFINITION
This is supervisory counseling and group therapy work directing the delivery of comprehensive
treatment services to inmates with addiction or other related treatment needs in a correctional institution. An
employee in the class supervises a small group of counselling staff in the assessment and treatment planning
for inmates, and in maintaining inmate case records. Work includes providing direct counseling services to
inmates and training for staff in counseling methods and practices. An employee in this class develops and
implements counseling practices and procedures. Contact with criminal justice system agencies and others
regarding inmate treatment and case records is significant to the work. Work is performed under the general
supervision of a technical superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
- Position must supervise a small group of counseling staff in the assessment and treatment planning for inmates, and in maintaining inmate case records, and develop and implement counseling practices and procedures.
TYPICAL EXAMPLES OF WORK

- Supervises staff in the assessment of inmate psychosocial histories, treatment planning and related record
keeping; reviews treatment plans; selects programs and activities to address inmate treatment needs; provides
training for staff in counseling/treatment methods and practices; supervises the operation and functioning of
therapeutic communities or specialized groups such as anger management, cognitive restructuring and relapse
prevention; ensures that appropriate referrals are made for follow-up treatment; discusses inmate treatment
needs with parole officers, judges, public defenders and various community treatment providers; coordinates
inmate case records with CODAAP or any other public health agency involved with drug and alcohol treatment
program.
- Evaluates inmate progress and the effectiveness of counseling and group therapy sessions; conducts
random sampling inmate urinalysis; provides direct group and individual counseling sessions to inmates as
necessary; coordinates multi-disciplinary therapeutic team meetings.
- Develops and implements counseling practices and procedures such as rules for admitting and
discharging program clients; prepares handouts and other materials for distribution.
- Monitors inmate early releases in accordance with court mandates; prepares program reports; represents
unit staff in meetings and conferences; coordinates inmate treatment graduation ceremonies.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS
AND ABILITIES
KNOWLEDGE OF:
- the social factors and causes of substance abuse and addiction.
- group treatment and therapy methods used in the rehabilitation of inmate populations.
- the theory and principles of social welfare and their application to the problems of inmate populations.
- supervisory methods and techniques.
- sources of information, current literature and research on addiction counseling and group therapy, as
well as other related treatment.
- community resources available to assist in the rehabilitation of offender population.
- computer and software applications used in preparing or transferring case records and reports.
SKILL IN:
- leading a constructive group therapy session with emphasis on setting goals and objectives for inmates.
ABILITY TO:
- organize and supervise a treatment program.
- prepare concise and complete case records and reports and to analyze such information and make sound
decisions based upon such information.
- provide leadership to, and establish effective working relationships with counselors, inmates, court
officials and the public.
- present ideas effectively, both orally and in writing.
MINIMUM ACCEPTABLE TRAINING
AND EXPERIENCE

minimum training and experience standards which will be used to admit or reject applicants for tests.
Applications submitted by candidates for this class will be reviewed based on training and experience
requirements as approved on 9/97.)
EDUCATION
- Completion of a master's degree in social work or psychology, human services or other clinical field.
AND
GENERAL EXPERIENCE
- Two years of counseling or social work experience which has involved treatment of inmates or other
populations that include offenders or ex-offenders with addiction/abuse issues.
AND
SPECIFIC EXPERIENCE
- One year of social work experience at the full performance level which has involved counseling inmates
or individuals with drug, alcohol or other addiction problems.
Or any equivalent combination of education and experience determined to be acceptable by the Personnel
Department that has included the completion of master's degree in a related field as an educational minimum.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
