HEALTH PROGRAM MANAGER

 (HIV Diseases)

(Behavioral Health & Intellectual Disability Services)

(Public Health)

 

GENERAL DEFINITION

 

            This is public health administrative work at the second supervisory level, directing the planning, development, coordination, monitoring and evaluation of program services in the area of specialization.  Employees in this class prepare program policy and service standards used in the monitoring of management and financial practices, and the evaluation of the delivery of services provided directly by the City or through a consortium of contracted agencies.  Significant aspects of the work include frequent contact with other program administrators, managers, specialists, and representatives of contracted and governmental agencies to coordinate program goals and procedures, resolve funding and programmatic issues, and ensure delivery of the appropriate health services, and the supervision of a subordinate administrative, technical, and clerical staff.  Work is performed under the direction of an administrative superior.

 

ALLOCATING FACTORS:   (The following conditions must be met for a position to be allocated to this class.)

 

1.    Positions must direct, through subordinate supervisors, the planning, developing, coordinating, monitoring and evaluation of program services in the area of specialization.

2.    Positions must be located in the Departments of Public Health or Behavioral Health/Intellectual Disability Services.

ALL SPECIALTIES

 

            Directs, through subordinate supervisors, the development, implementation, operations, coordination, and evaluation of program services in the area of specialization; sets program priorities; advises staff of policies and goals; directs subordinates to implement procedures; evaluates recommendations submitted by subordinates; monitors and approves management or service goals and timetables set by subordinates.

            Directs, through subordinate supervisors, a staff engaged in the monitoring and analysis of program services delivered by contracted agencies or in the provision of direct services to the public.

            Develops, drafts, and writes annual plans for a major City-wide health program; identifies proposed service priorities in the area of specialization in conformance with State outlines and guidelines; distributes written drafts of plans at public hearings to elicit testimony on the content of plans.

            Formulates policy recommendations regarding issues of concern between contract agencies and the department in the area of specialization; develops policies and procedures for review by the administrator in areas of concern; indexes existing policy statements issued; identifies issues which indicate a need for new policy statements; collaborates with agencies in developing recommendations for new policies.

            Reviews federal registers and Pennsylvania bulletins to identify new and revised rules, regulations, proposal requests, and related information which have a potential effect on programs; distributes information to the appropriate parties.

            Promotes professional skills by providing staff training; conducts staff conferences and consults with division directors in complex problem areas; attends meetings and assists in the formulation and coordination of overall program objectives in the area of specialization.

            Reviews new and continuing program proposals submitted by agencies seeking funding for health services; directs the development of Requests for Proposals (RFP’s); recommends modifications in accordance with federal, state, or local requirements; prepares recommendations to grantor agencies.

            Plans and effectuates inter-governmental site visits to agency facilities; prepares site visit reports of agencies' accomplishments and problems including recommendations; convenes regular provider meetings; collaborates and meets with inter-governmental and provider agency personnel.

            Reviews and evaluates federal, state, and private sources of funding for services and research; interprets funding laws and regulations and advises health and welfare agencies of procedures for submitting applications.

            Prepares and submits periodic reports of program activities and achievements; compiles data and information to be used in projecting program needs; recommends program improve­ments to superior.

            Performs related work as required.

 

 

 

BEHAVIORIAL HEALTH & INTELLECTUAL DISABILITY SERVICES SPECIALTY

 

            Performs the duties described above for behavioral health or intellectual disability programs, agencies, and related services.

           

ACUTE SERVICES ASSIGNMENT

 

            Performs the duties described above for acute mental health services, involving involuntary psychiatric commitments, suicide and crisis intervention, and emergency psychiatric services.

 

BEHAVIORAL HEALTH ASSIGNMENT

 

            Performs the duties described above for behavioral health programs, agencies, and related services for adult and children with behavioral health issues and addictions.

 

CASE MANAGEMENT ASSIGNMENT

 

            Performs the duties described above in the area of supports coordination, evaluation of individuals’ needs, and placement of individuals being served by Intellectual Disability services.

           

EARLY INTERVENTION ASSIGNMENT

 

           Performs duties described above for early Intervention services, children’s services, and related services involving children from birth to the age of three and their parent(s) and family members being served by Intellectual Disability Services.

 

RESIDENTIAL SERVICES ASSIGNMENT

 

            Performs the duties described above involving establishment of intellectual disability services residential programs and sites throughout the City.

 

OPS/FISCAL ASSIGNMENT

 

            Performs the duties described above involving the Operations/Fiscal (OPSFIS) Unit of the Office of Behavioral Health and Intellectual Disability Services engaged in programmatic and budgetary analysis.

 

HIV DISEASES SPECIALTY

 

            Performs duties described above for Acquired Immune Deficiency Syndrome (AIDS)/Human Immunodeficiency virus (HIV), and related diseases programs, agencies, and related services.

 

PUBLIC HEALTH SPECIALTY

 

            Performs the duties described above for Department of Health programs.

 

MATERNAL AND INFANT HEALTH ASSIGNMENT

 

            Performs duties described above for Maternal and Infant Health programs, agencies, and related services.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 12/19.)

 

EDUCATION:

 

HIV DISEASES AND PUBLIC HEALTH SPECIALTIES:

 

Completion of a master's degree program at an accredited college or university in psychology, sociology, counseling, human services, human development, nursing administration, special education, education, social work, public health, public health administration or a related field.

 

AND

GENERAL EXPERIENCE:

 

Two years of administrative experience in a public health, social service, or a related agency or program which has included program planning, development, implementation and evaluation.

 

AND

SPECIFIC EXPERIENCE:

 

Two years of experience in the area of specialization supervising analysts engaged in developing, monitoring, and evaluating health program services.

 

 

BEHAVORIAL HEALTH & INTELLECTUAL DISABILITY SERVICES SPECIALTY

 

OPTION 1:

EDUCATION:

 

            Completion of a master’s degree program at an accredited college or university with major coursework in the social or behavioral sciences, education, human development, human services, nursing administration, public health, public administration, or business administration.

 

AND

GENERAL EXPERIENCE:

 

            Two years of analyst experience in a public health, social service, or a related agency or program which has included responsibility for:

 

·         program planning, development, implementation, OR

·         providing acute crisis services

 

AND

SPECIFIC EXPERIENCE:

 

            Two years of supervisory experience which has included:

 

·         supervising analysts engaged in developing, monitoring, and evaluating behavioral health, developmental or intellectual disability program services, OR

·         supervising behavioral health intervention crisis programs or teams

 

OR

 

            Four years of experience supervising the activities of social workers providing counseling, referral and placement services to clients in the City's behavioral health, developmental or intellectual disability services programs.

 

OPTION 2:

EDUCATION:

 

            Completion of a bachelor’s degree at an accredited college or university in business administration, accounting, finance, or related field.

 

AND

GENERAL EXPERIENCE:

 

            Three years of experience as an analyst in a public health, social service, or a related agency or program which has included one year of experience monitoring the cross-systems fiscal and programmatic data of contracted provider agencies.

 

AND

SPECIFIC EXPERIENCE:

 

            Three years of experience supervising analysts engaged in developing, monitoring, and evaluating behavioral health, developmental or intellectual disability program services provided by contracted agencies.

 

NOTE:  A Master’s degree in business administration, accounting, finance or related field may substitute for one year of the required experience.

OR

 

ALL SPECIALTIES

 

            Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources which has included a bachelor’s degree as an educational minimum and the specific experience.

Health Services Social Work Supervisor (5A63) for the Behavioral Health & Intellectual Disability Services Specialty only

 

NOTE: Selective Factor Certification may be utilized, as needed, to fill specific positions. In accordance with Civil Service Regulation 11.032 - Selective Factor Certification – the appointing authority may request certification of eligible candidates with the specified education, training and/or experience to fill specific positions in this class. Certification to fill such position will be made from the two highest ranking eligible candidates on the eligible list who possess the specified qualification.
