This is administrative and analytical work in planning, developing, coordinating and evaluating programs
carried out by contracted agencies in the area of mental health and mental retardation or drug and alcohol abuse
prevention and treatment. An employee in this class reviews agency budget proposals, promotes the
development and coordination of new and existing programs and provides advice and guidance to agency
officials in administrative and program matters. Contact with officials of regulatory agencies and recipient
agency directors, boards and staff to resolve problems and insure compliance of standards is of major
significance to the work.
Work is performed under the general supervision of a program administrator. Assignments require
analytical thinking and are carried out in accordance with appropriate program standards and applicable
regulations. An employee in this class provides advisory and analytical services to local, state and federal
governmental agencies funding health service programs and to grant recipients providing such programs.
Mental Health and Mental Retardation Specialty
- Performs the above duties to support mental health and mental retardation programs.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the laws, regulations and guidelines in the area of specialization.
- the principles, practices, methods and literature, and new developments for programs in the area of
specialization.
- the principles and practices of administration, particularly as they apply to the promotion and
coordination of programs and services in the area of specialization.
- the methods of determining community and client needs and resources in the area of specialization.
- the facilities, media, methods and techniques of disseminating educational information to the public.
- funding proposal planning, development and submission procedures.
- the principles, practices and procedures of preparing annual public and private program budgets.
- current research methodology in the area of specialization.
ABILITY TO:
- analyze and evaluate service data submitted by agencies and to determine progress in achieving
particular goals.
- interpret local, state and federal laws, regulations and ordinances to resolve recipient agency problems.
- supervise lower level analysts and clerical staff.
- prepare detailed written reports of findings, conclusions and recommendations, and to express ideas
effectively, both orally and in writing.
- plan and oversee governmental site visits to program facilities.
- establish and maintain effective working relationships with agency officials and staff, associates, grantor
or agency officials and community groups.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE

Drug and Alcohol Abuse Specialty
- Completion of a bachelor's degree program at an accredited college or university.
- Four years of experience in public or private rehabilitative work in mental health, drug addiction,
alcoholism or health services, two years of which has been in an administrative or technical capacity planning,
developing and implementing such programs or direct service practices and techniques in the area of
specialization.
Or any equivalent combination of acceptable education and experience which has included a bachelor's
degree as an educational minimum.
Mental Health/Mental Retardation
- Completion of master's degree program at an accredited college or university in the social or behavioral
sciences, education, public health or administration.
- Two years of administrative experience in a mental health or mental retardation agency or program
which has included program planning, development and evaluation.
Or any equivalent combination of acceptable education and experience which has included completion
of a master's degree program as an educational minimum.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this
class.
