 GENERAL DEFINITION

 

            This is public health administrative work directing the implementation, operation and evaluation of health services delivered by a multi-disciplinary staff in the City’s health care centers and their related contracted facilities or directing, through subordinate medical, administrative, paramedical, technical and support personnel, the identification of communicable and non-communicable diseases and the development and implementation of disease control programs on a city-wide basis. In the Health Center Services specialty the employee directs and supervises a staff of professional, technical and administrative employees and has controlling responsibility for the operational aspects of multiple public health programs in the health care centers. Significant aspects of the work include planning, organizing, and directing health service district operations, contributing to health service priorities, assessing staffing needs, performing on-going analyses of operations to ensure that the needs of the community are met, and conferring with health center community boards, professional groups, neighborhood organizations, hospitals, and managed care organizations to ensure the effective delivery of services. In the Disease Control specialty the employee is responsible for directing and coordinating disease surveillance, tracking and controlling activities, determining public health policies and providing advisory services to the medical community in the area of disease control. 

Contact with medical professionals, representatives of community organizations, and hospital and health agency officials and preparation of proposals to secure grant monies are important aspects of the work.

Work is performed under the direction of a medical or executive superior.

 

ALLOCATING FACTORS   (The following conditions must be met for a position to be allocated to this class.)

 

·       The position must perform public health administrative work directing the delivery of comprehensive health services in both primary and public health in a full service environment, for the City’s entire network of Health Care Centers through a multi disciplined staff of medical, professional technical and managers and administrators.

·       The position must direct, through subordinate administrators, managers and supervisors, the identification of communicable and non-communicable diseases and the development and implementation of disease control programs on a city-wide basis.

·       The position must perform the work in the Health Department.

·       Only one position will be allocated to each specialty.

 

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

HEALTH CENTER SERVICES SPECIALTY

 

            Organizes, plans and directs the implementation and operations of City-wide health programs carried out through the health care centers and related health care institutions; formulates and coordinates the delivery of health services; confers with departmental and outside personnel on program implementation.

            Directs, through subordinate administrators, the activities of a large number of professional and technical personnel engaged in providing public health services to the community; reviews evaluation reports and resulting recommendations prepared by subordinates concerning health center operations; develops health services priorities and recommends new programs or revisions of existing ones and determines methods of implementation; consults with central program administrators on expanding service activities and increasing program effectiveness.

            Makes recommendations concerning health ordinances, rules, regulations and policies to a departmental superior; consults with medical and community groups to interpret the public health program; facilitates interactions with health center community boards; arranges for outside evaluations to be conducted by independent agencies and initiates changes in clinic protocol to improve patient service.

            Plans, organizes and directs health center operations in the health care centers; performs an on-going evaluation of services to ensure the effectiveness and efficiency of district operations.

            Determines staffing needs and patterns for each of the health centers in conjunction with health center directors; provides training and orientation to all new health center administrators.

            Initiates surveys to obtain information regarding the needs of the communities being serviced; researches and reviews any available information; meets with community and City-wide organizations to obtain information regarding needs.

            Oversees operational utilization of management information system and automated appointment system, and utilizes reports produced by these systems.

            Provides direct supervision to health center directors, including evaluation of performance. May also supervise centralized support staff.

            Examines programs currently in force to see if they are sufficient to meet assessed needs; researches other available resources in the community to avoid duplication of services; makes recommendations once a distinct need is identified.

            Monitors medical contracts in terms of the quantity and quality of staff employed and services provided; ensures that services are available and accessible to all patients in need; ensures compliance with performance and operational standards imposed by all funding sources.

            Prepares and presents preliminary operating budgets for operations and develops capital budget requests as needed; reports on budget status and health center service levels; assists in the design of the physical layout for new or renovated health center facilities.

Performs related work as required.

 

DISEASE CONTROL SPECIALTY

 

Directs, through subordinate medical specialists and support personnel, city-wide disease control programs; establishes policies and procedures on a number of city-wide disease control programs for rabies, Lyme disease, acute communicable diseases such as venereal diseases, measles, rubella, polio, and diphtheria, and chronic diseases such as respiratory diseases, tuberculosis and hypertension; establishes systems for the review and evaluation of program development and effectiveness on the public health; monitors trends in disease incidence; redirects the emphasis of the programs to meet goals and community needs.

Interprets policies and program content and goals for a wide range of health district staff, and representatives of local health agencies, hospitals, and community groups; serves as a consultant in disease control to program administrators and district health directors; makes recommendations concerning health ordinances, rules, regulations and policies.

Directs, through subordinate medical and administrative staff, epidemiological services; develops community-wide epidemiological investigations, including AIDS and subsequent community control and preventive measures and programs; coordinates the formulation of diagnostic and therapeutic techniques and research projects; serves in an advisory capacity to medical community and individual private practitioners on disease control problems.

Identifies, interprets, implements and directs federal-and-state funded programs; prepares and submits progress and cost reports on funded programs; orders changes in procedures to comply with objectives; coordinates the various phases of the program; prepares and submits requests to federal and state funding authorities requests for funding of new or current programs.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Health Center Services Specialty

 

EDUCATION:

 

            Possession of a master’s degree from an accredited college or university in public administration, business administration, hospital administration, public health, or a master’s degree in political science with major concentration in public administration.

 

AND

GENERAL EXPERIENCE:

           

Five years of public health administration experience in a large, complex personal health services agency.

 

AND

SPECIFIC EXPERIENCE:

 

Four years of experience directing the delivery of comprehensive health services for a health care center.

 

DISEASE CONTROL SPECIALTY:

 

EDUCATION:

 

            Possession of a bachelor’s degree from an accredited college or university in public administration, business administration, hospital administration, public health, or a closely related field.

 

AND

GENERAL EXPERIENCE:

           

Five years of public health administration experience in a public health agency.

 

 

AND

SPECIFIC EXPERIENCE:

 

Five years of management experience administering a city-wide communicable disease control program.

 

NOTE:  Completion of a master’s degree in the above-mentioned fields in the minimum education may substitute for one year of general or specific experience.

 

OR

 

Any equivalent combination of education and experience determined to be acceptable by theOffice of Human Resources , which has included a bachelor’s degree as the educational minimum.
