REFUGEE EMPLOYMENT OPERATIONS SUPERVISOR - Bilingual
GENERAL DEFINITION
This is supervisory level bilingual employment counseling and job development work for
the City's Refugee Targeted Assistance Program, supervising subordinate employees engaged
in counseling, placement, job development and various clerical functions. Supervising the daily
activities of the program staff, coordinating operations, setting job placement goals to increase
placement numbers and job opportunities, ensuring timely and effective job placement, and
serving as liaison between staff members and the community and provider agencies are
significant aspects of the work. Work is performed under the direction of an administrative
superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)
- The position must speak English and a designated foreign language during the provision
of services to clients.
- The position must supervise a group of refugee job development and job placement
counselors in the City's Refugee Targeted Assistance Program.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Performs the following supervisory duties for services to members of a non-English
speaking community:
- Supervises and reviews the activities of subordinates involved in speaking to and
interviewing clients in their language, placing them into jobs, developing job opportunities, and
ensuring that clients receive training.
- Reviews progress and status reports; resolves problem job placement cases; provides
support and direction; advises staff on correct procedures and techniques of interviewing and job
development; sets job placement goals; monitors job development and employee referral
procedures.
- Assists project manager in developing new techniques for enrolling clients, processing
paper work, developing job opportunities and increasing efficiency in daily operations.
- Contacts potential employers to develop job opportunities; provides staff members with
information related to job opportunities; ensures that staff is actively researching job
opportunities and arranging employment interviews for clients; ensures that job developer
maintains a full list of prospective employers; reviews reports detailing job development
activities; prepares periodic reports on program activities for review by supervisor and grant
provider agencies.
- Attends meetings with municipal and state level governmental and social welfare agencies
to discuss a variety of job development and placement topics and problems; meets with staff
members to resolve problems; plans program operation goals and objectives; reviews reports
submitted by staff; determines common counseling problems and establishes procedures to avoid
or remedy them.
- Serves as liaison between supervisor and community refugee association officials; attends
meetings with refugee associations; explains program goals and procedures for application;
recommends actions to increase program participation of community members; meets with
auditors and provides requested audit documents; explains figures to auditors, City officials and
superiors.
- Supervises clerical activities; revises office and clerical procedures to increase efficiency.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- counseling theories, principles and techniques related to employment placement.
- the methods and techniques used in developing job opportunities, especially related to the
needs of refugees.
- the sources of information and current literature and developments in the field of
vocational and employment counseling.
- the methods and techniques of preparing employment resumes.
- the sources of available employment and vocational training in the metropolitan area.
SKILL IN:
ABILITY TO:
- evaluate performance of counselors and job developers in order to develop alternative
methods and techniques in interviewing and placing refugee clients.
- assign and review job placement and development work.
- speak, read, and write fluently in English and a designated foreign language.
- identify job interests, aptitudes and skills through personal interviews.
- work effectively with private employers, employment interviewers, vocational training
and job placement personnel, and others concerned with the employment of refugees.
- present ideas effectively, both orally and in writing.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement
represents the minimum training and experience standards which will be used to admit or reject
applicants for tests. Applications submitted by candidates for this class will be reviewed based
on training and experience requirements as approved on 5/96.)
EDUCATION
- Education equivalent to completion of the twelfth school grade.
EXPERIENCE
- Three years of experience counseling individuals or developing employment opportunities
for an agency or program designed to resolve employment problems for refugees who are not
fluent in the English language, one year of which has been supervising employees engaged in
job development and employment placement activities.
Or any equivalent combination of education and experience determined to be acceptable
by the Personnel Department which has included sufficient training and/or experience to be able
to understand and speak fluently and clearly in English and a designated foreign language.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
