REFUGEE EMPLOYMENT COUNSELOR - Bilingual
GENERAL DEFINITION
This is employment counseling and placement assistance work for refugees currently
receiving public assistance or who are in need of employment. Employees in this class interview
clients to determine education level and work history, determine clients requests for employ-
ment, and conduct job preparation classes to increase client employment opportunities. Serving
as liaison between employers and clients, meeting with provider agencies to discuss training
needs, and encouraging clients to accept jobs are important aspects of the work. Work is
performed under the direction of a technical superior.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Performs the duties below with members of a foreign language speaking community:
- Interviews refugees to determine work experience job skills, abilities and educational
background; determines clients' employment preference; arranges for clients to attend training
sessions; schedules and/or coordinates client interviews with prospective employers; takes clients
to interviews using public transportation; assist clients in completing applications; explains
purpose and goals of program to prospective employers; arranges for on-the-job training
provisions for program clients; monitors client work activities; assists clients in acclimating to
jobs; serves as liaison between clients and employers for problems such as language and cultural
differences experienced on-the-job.
- Ensures that clients receive language training given by contracted trainers; meets with
contracted trainers to discuss program needs and individual client problems.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the methods, practices and techniques of interviewing.
- the principles and techniques of employment counseling.
- the methods and techniques of preparing employment resumes.
- sources of employment and vocational training in the metropolitan area.
SKILL IN:
ABILITY TO:
- identify job skills, interests, abilities, educational background and work history through
the process of interviewing.
- identify client training needs.
- speak, read, and write fluently in English and a designated foreign language.
- work effectively with clients, employers and contracted trainers.
- present ideas effectively, both orally and in writing.
- keep records of clients and track them through the employment seeking and interview
processes.
- follow written and oral instructions.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement
represents the minimum training and experience standards which will be used to admit or reject
applicants for tests. Applications submitted by candidates for this class will be reviewed based
on training and experience requirements as approved on 5/96.)
- Education equivalent to completion of the twelfth school grade.
- One year of paid experience counseling individuals in an agency designed to resolve the
social or employment problems of refugees.
Or any equivalent combination of education and experience determined to be acceptable
by the Personnel Department which has included the specific experience described above and
sufficient training and/or experience to be able to understand and speak fluently and clearly in
English and a designated foreign language.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
