SANITATION ENFORCEMENT SUPERVISOR
GENERAL
DEFINITION
This is supervisory sanitation enforcement work directing the activities of a group of
geographically assigned enforcement officers for the Department of Streets. Employees in this class
are responsible for exercising judgement in the enforcement and interpretation of streets related
sanitation laws and regulations, and developing and implementing procedures intended to insure
consistent and equitable enforcement. Work includes meeting with community groups to educate,
motivate and promote interest in compliance with sanitation laws and regulations. Work involves
some disagreeable conditions and may require handling rubbish in an effort to identify violators.
Work is performed under the supervision of an administrative superior.
ALLOCATING FACTORS: (The following conditions must be met for a position
to be approved for this class.)
- The position must be responsible for supervising the activities of a group of sanitation
enforcement officers for the Department of Streets.
TYPICAL EXAMPLES OF WORK

- Prepares routes and assignments for a group of enforcement officers; assigns work to
subordinates; revises routes and assignments to meet unanticipated requirements; reviews logs
prepared by subordinates; tours districts to observe work performed by subordinates and to inspect
district for cleanliness; accompanies subordinates to assignments requiring larger crew; trains new
employees in program policies and procedures.
- Interprets and explains intent of sanitation related laws and regulations to subordinates,
community groups, civic groups and the general public; develops procedures for enforcement of laws
and regulations; confers with superiors to develop enforcement strategies.
- Patrols an assigned area on foot to enforce sanitation regulations; sight checks homeowners
and business trash and recyclables for proper method of disposal; may be required to rummage
through materials to locate name and address of violator; advises homeowners and businesses of
improperly placed waste and recyclables; prepares and issues warnings or notices of violation to
offenders.
- Answers questions from the public about the sanitation laws and regulations which are
designed to improve public cleanliness; solicits public help in meeting citizen responsibilities for
public cleanliness. Attends orientation training; participates in classroom exercises; attends
lectures; reads and becomes familiar with program procedures and relevant laws and regulations;
performs simulation of actual duties; participates in on-the-job training; periodically attends follow-up
training.
- May appear before a hearing officer or court official to give testimony relating to sanitation
violations.
- Maintains a daily log of areas inspected and warnings or violations issued.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS
AND ABILITIES
KNOWLEDGE OF:
- Streets Department operations.
- sanitation related ordinances and regulations.
ABILITY TO:
- satisfactorily complete a prescribed course of training in sanitation enforcement procedures.

MINIMUM ACCEPTABLE TRAINING
AND EXPERIENCE
(The following statement represents
the minimum training and experience standards which will be used to admit or reject applicants for
tests. Applications submitted by candidates for this class will be reviewed based on training and
experience requirements as approved on 12/97.)
EDUCATION
- Education equivalent to completion of the twelfth school grade.
EXPERIENCE
- Two years of sanitation enforcement experience in the City's Sanitation Program.
Or any equivalent combination of education and experience determined to be acceptable by
the Personnel Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required
of a position in this class.
LICENSES, REGISTRATIONS, AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania if required by work assignment.
