ENFORCEMENT OFFICER

GENERAL DEFINITION

 

This is enforcement and neighborhood development field work, ensuring the public’s participation in, and adherence to the requirements of the City’s public safety traffic enforcement or sanitation programs.  Positions in the Public Safety Traffic specialty manage and regulate the safe movement of vehicular, pedestrian, and bicycle traffic during peak traffic times, special events, and accident scenes at key, high-volume intersections and various intersections as assigned. Positions in this specialty also take appropriate enforcement action issuing violations of The Philadelphia Code traffic regulations, ticketing illegally parked vehicles as needed, and performing support services in identifying and enforcing the removal of abandoned vehicles in the City to advance significant quality of life improvements for residents and businesses.

Sanitation specialty positions allocated to the Neighborhood Development assignment contact residents of city neighborhoods in an effort to enlist and maintain their interest and active support in good sanitation practices.  Motivating, advising and continually maintaining public interest and participation in such a program are significant aspects of the work.  Sanitation specialty positions allocated to the Enforcement assignment patrol an assigned geographical area, enforce the City’s sanitation laws and regulations and exercise good judgment in the issuance of written and electronic warnings and violations.  Educating the public and community groups on sanitation laws and regulations is a significant aspect of the work.

Work may require handling rubbish in an effort to identify violators.

Work in all specialties and assignments involves some undesirable conditions and is performed under the supervision of an administrative superior.

 

ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)

 

1.    The position must be responsible for either patrolling an assigned geographical area and enforcing the City’s traffic enforcement or sanitation laws and regulations or contacting City residents in the various neighborhoods in an effort to enlist and maintain their interest and participation in neighborhood development and sanitation.

2.    The position must perform work in the Streets Department’s Public Safety Traffic Enforcement or Sanitation Divisions.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

PUBLIC SAFETY TRAFFIC SPECIALTY

 

            Directs traffic during peak periods at highly trafficked sites, collision scenes, and special events; patrols assigned routes, tickets illegally parked vehicles within assigned routes, and responds to traffic related calls for service; communicates with the Police Department or other departments about any on-site situations, such as illegal or unpermitted activity.

          Investigates potential unpermitted right-of-way closures or encroachments and issues code violations, as appropriate; investigates reports of abandoned vehicles; may place and remove traffic control devices such as barricades, flares, cones, and signs.

          Performs a variety of support services relating to the identification and enforcement of abandoned vehicles for removal; works closely with the Philadelphia Police Department in identifying vehicles and providing and coordinating the administrative processes necessary to process abandoned vehicles.

          Answers inquiries, provides direction, and explains laws and ordinances to the public; enforces traffic and parking regulations to ensure safety and flow of traffic.  

          May testify during administrative hearings or court proceedings with regards to appeals of violations.

          Performs related work as required.

 

SANITATION SPECIALTY

 

Neighborhood Development Assignment:

 

          Canvasses areas in the city contacting individuals in order to establish clean block committees; attends committee meetings and explains the purpose and procedures for implementing the clean block program; notifies police districts and sanitation area supervisors of streets scheduled for clean-up.

          Instructs residents and participates in the painting of curbs and parking areas and the cleaning of alleyways, yards and streets.  Addresses school groups, civic groups and organizations of clean block and related sanitation programs; advises organizations and school personnel in the techniques of implementing and maintaining interest in various sanitation programs.

          Makes follow-up contact with block captains and others participating in the program to ensure its maintenance; disseminates information to clean block captains on regulations and procedural changes; maintains records and prepares reports concerning block operations.

          May receive requests from residents or civic groups for city services such as the erection of no parking signs, the boarding-up of abandoned houses and other services not directly related to the clean block program; forwards information to the appropriate agency for action; follows up to determine that appropriate action has been taken.

          May make referrals pertaining to problems encountered while in the field to appropriate agencies.

          Performs related work as required.

 

Enforcement Assignment:

 

          Patrols an assigned geographical area on foot or bicycle to enforce sanitation laws and regulations; sight checks trash and recyclables of homeowners and businesses for proper method of disposal; advises homeowners and businesses of improperly placed waste and recyclables, and unclean sidewalks; may be required to rummage through materials to locate names and address of violators; researches past history of violations; prepares and issues written or electronic warnings or notices of violations to offenders.

          Answers questions from the public about the sanitation laws and regulations that are designed to improve public cleanliness; solicits public help in meeting citizens’ responsibility for adherence to the City’s sanitation laws and regulations.

          Reads and becomes familiar with program procedures and relevant laws and regulations; performs simulation of actual duties; participates in on-the-job training; periodically attends follow-up training.

          Maintains a daily log of areas inspected and warnings or violations issued.

          Performs related work as required.

          Performs the duties of an area of specialty or assignment listed above with members of the English language speaking and designated non-English language speaking populations.

·       learn the functions and use of electronic equipment pertinent to the issuance of warnings and notices of violations

 

Neighborhood Development Assignment

 

·       learn the Streets Department’s sanitation operations and services

·       employ a high degree of tact, diplomacy, and judgment in creating public interest in the City’s clean streets sanitation program

·       prepare and deliver talks on the City’s sanitation program to diversified groups and organizations

·       learn and explain the City ordinances and regulations governing sanitation principles and practices

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 10/23.)

ALL SPECIALTIES

 

EDUCATION:

 

          Education equivalent to completion of the twelfth school grade.

         

AND

 

EXPERIENCE:

 

TRAFFIC SPECIALTY

 

          Two years of experience in one or more of the following:

 

·       clerical, customer service or field experience giving information to or eliciting information from the public

·       as a School Crossing Guard

·       security guard experience

 

 

SANITATION SPECIALTY

 

OPTION 1:

 

          Two years of experience, performing semi-skilled and manual work in general laboring activities in a Streets Department sanitation operation.

 

OR

 

OPTION 2:

         

          Two years of clerical or field experience which shall have involved, as a significant job assignment giving information to or eliciting information from the public.

 

OR

 

OPTION 3:

 

          Three years of experience performing manual work in general laboring activities in the Streets Department sanitation operation

 

BILINGUAL SPECIALTY

 

         

          Two years of clerical or customer service experience which shall have involved giving information to or eliciting information from the public.

 

OR

 

          Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources.

PHYSICAL AND MEDICAL REQUIREMENTS

 

          Ability to physically perform the duties, including foot or bicycle patrol, and to work in the environmental conditions required of a position in this class.
