OLDER ADULT CENTER DIRECTOR

GENERAL DEFINITION

 

            This is recreation administrative work planning, coordinating, evaluating and directing a multi-service program at a recreation older adult center.  An employee in this class oversees the development of new, and directs the operation of existing, recreational, educational, cultural and social programs designed to secure and maintain maximum personal independence, self-sufficiency, and the physical and emotional well-being of eligible older adults.  Work includes supervision of a multi-­disciplinary and volunteer staff engaged in developing and maintaining programs and services at an older adult center.  Work also includes scheduling programs and facility availability to maximize participation, and securing funds, supplies, equipment and transportation necessary for optimizing programs' success. 

            Contact with the older adult community, social service agencies, program sponsors and contributors and advisory groups is of significance to the work.  Work is performed under the direction of a technical superior.

•           Employees in this position must direct all programs and activities at a multi-service older adult center.

•           These positions must be located in the Parks and Recreation Department.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

Bilingual Specialty

 

            Performs the duties shown below with members of the English language speaking and designated non-English language speaking populations.

 

Both Specialties

 

            Develops programs at an older adult center based upon the needs of program participants; coordinates activities being conducted at the center so that maximum utilization of programs and facilities by older adults can be attained; solicits sponsors and funding for programs; discusses proposed program changes with the older adult center advisory council; implements programs at the center requested by older adults; maintains procedures for participants to receive full range of services and activities including, but not limited to, social services, transportation/escort services, congregate meals, cultural/recre­ation/socialization activities and educational programs.

            Evaluates programs being conducted by the center to determine if they are meeting overall program objectives and needs of the participants; modifies programs, scheduling and facility availability as needed to optimize program success; ensures physical plant, grounds and equipment are maintained to enhance program participation; contracts with vendors for services.

            Supervises, assigns and reviews the work of a multi-disciplinary and volunteer staff engaged in providing a comprehensive program for the benefit of older adults; follows established procedures for program participants to receive periodic prescription review, medical check-ups and on-going comprehensive medical care; schedules guest presentations on topics of interest and concern to older adults such as financial and estate planning, legal services and energy assistance.

            Reviews reports submitted by staff members on the progress and utilization of programs; examines reports for content and submits financial and progress reports as required by the department, contributors and grantor and other agencies on the progress of the center's programs; seeks sources for grant funding; prepares and submits grant proposals.

            Edits a monthly newsletter of interest to program participants.

            Performs related work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

•           supervisory and administrative methods and techniques

•           local community, civic and social organizations and resources for older adults

•           principles and techniques used in older adult recreational and social programs

•           selecting appropriate recreational, social, cultural and educational activities for older adults

 

ABILITY TO:

 

•           interpret statistical findings

•           plan, develop and administer an older adult program at a multi-service center

•           coordinate and implement policies and procedures to achieve a flexible older adult program to meet the needs of center participants

•           establish and maintain effective working relationships with associates, volunteers, participants, contributors, and the public

•           express ideas clearly and concisely, both orally and in writing

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 4/17.)

 

EDUCATION:

 

            Completion of a bachelor's degree program at an accredited college or university with major concentration in social sciences, behavioral sciences, therapeutic recreation gerontology, or a closely related field.

 

AND

GENERAL EXPERIENCE:

 

            Three years of experience developing, implementing, or evaluating social and recreational programs.

 

AND

SPECIFIC EXPERIENCE:

 

            Two years of experience supervising and participating in recreation work, one year of which has been in a multi-service agency for aging adults.

 

OR

 

            Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources which has included completion of a bachelor's degree as an educational minimum.

 

NOTE: A master’s degree in one of the areas listed may substitute for up to two years of the General Experience requirement.

ADDITIONAL REQUIREMENT FOR THE BILINGUAL SPECIALTY

 

            Sufficient training and/or experience to be able to understand and speak fluently and clearly in English and the designated non-English language.
