This is supervisory code enforcement work preparing and presenting air management code non- compliance cases for prosecution. An employee in this class directs, through a subordinate supervisor, the inspection and investigation of air pollution sources to determine compliance with municipal codes and regulations. Assignments involve the initiation of the legal aspect of air management code enforcement. Contacts with violators and their representatives are significant aspects of the work. Work is performed under the direction of an administrative engineer.

• Reviews cases of non-compliance with the air management code to determine severity of violation; reads the case history files on serious violations to determine what courses of action can be taken to correct violations; assigns inspectional staff to conduct re-inspections and special tests if necessary; determines course of action to be taken.
• Confers with violators to clarify the nature of violations and to work out methods for correcting such violations; determines schedule for code compliance; maintains contact with violators to determine; adherence to schedule; initiates prosecution if code compliance is not forthcoming.
• Assembles case folders for those non-compliance cases being prosecuted; meets with administrative and legal personnel to explain particulars of such violations and learn needed additional information; prepares inspectional staff and other person for testimony in court by explaining court procedures and reviewing information; presents cases in Municipal Court in attorney's absence.
• Discusses cases requiring higher court action with administrative, engineering and legal personnel; provides background information, inspection reports and testimony for such cases.
• Writes periodic summaries of cases prosecuted; answers inquiries of violators; explains and interprets new regulations to interested parties; assigns and reviews work of inspectional personnel engaged in conducting re-inspections or special tests prior to court hearings.
• Performs related work as required.

KNOWLEDGE OF:

EDUCATION

• Education equivalent to the completion of the twelfth school grade.

• Eight years of experience operating, repairing, designing or inspecting fuel burning or industrial process equipment, four years of which have been in technical field work in the inspecting and investigation of air pollution sources to determine compliance with municipal codes and regulations including giving testimony in the prosecution of such code violations, and two years of which have been in the supervision of technical personnel engaged in such activities.

PHYSICAL AND MEDICAL REQUIREMENTS

• Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

LICENSES, REGISTRATIONS, AND/OR CERTIFICATES

• Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as an Air Pollution Control Enforcement Officer.
