ENVIRONMENTAL HEALTH PROGRAM SUPERVISOR

GENERAL DEFINITION

 

This is supervisory environmental health inspection work in the Health Department's Lead and Healthy Homes Program.  Employees in the Lead Inspection and Abatement specialty direct the activities of lower-level health inspectors performing environmental risk assessments designed to identify and curb incidences of childhood lead poisoning.  Work includes the preparation of reports of findings and recommendations, and performing site checks to ensure conformance to federal, state, local and other regulations for lead abatement. Contact with homeowners, tenants, and contractors to explain codes, ordinances, and regulations pertaining to lead hazards is significant to the work. Employees in the Education specialty direct environmental health workers engaged in home visits to educate clients and families about environmental health and safety hazards. 

Work is performed under the direction of a technical superior and contains some disagreeable aspects.

 

ALLOCATING FACTORS (The following conditions must be met for a position to be allocated to this class.)

 

§  Positions in this class must supervise lower level health inspectors or environmental health workers.

§  Positions in this class must perform lead prevention and abatement work/or supervise environmental health and safety education activities.

§  Positions in this class must be located in the Health Department.

BILINGUAL SPECIALTY

 

Performs the duties described below with English language speaking and designated non-English speaking populations.

 

 

ALL SPECIALTIES

 

Prepares and maintains a variety of reports; uses computers to enter and retrieve data.

          Performs related work as required.

 

EDUCATION SPECIALTY

 

Supervises the activities of lower-level staff engaged in educating clients and families about environmental health and safety hazards; assigns cases to subordinate staff; distributes new cases assigned by managers, supervisors, and the nurse; accompanies subordinates on field visits for the purpose of training new employees or reviewing the progress and performance of experienced employees; coordinates team home visits with other units, including conducting joint visits with inspection or United States Department of Housing and Urban Development (HUD) grant teams and assigns requests from HUD Grant teams.

          Initiates and revises family demographic documents; reviews paperwork completed by Environmental Health Workers for accuracy including all family intake, home visit, and follow‑up forms; conducts field checks for all Environmental Health Workers.

 

LEAD INSPECTION AND ABATEMENT SPECIALTY

 

          Supervises and participates in field inspectional activities for the lead and healthy homes program; assigns subordinate inspectional personnel to inspect tenant-occupied and vacant homes to detect potential and existing health hazards related to the presence of lead-based paint; schedules inspections; performs field checks of assigned personnel to ascertain quantity and quality of work; reviews daily inspections reports for completeness and accuracy; schedules re-inspections of violations to ascertain degree of owner compliance.

          Conducts quality assurance inspections; interviews homeowners/tenants to ensure that all areas of the home were inspected; utilizes XRF (X-ray fluorescence) analysis to detect presence of lead; inspects sites for presence of lead; explains requirements for abatement of lead nuisances; prepares reports on conditions found; maintains files of lead poisoning cases for assigned district; ensures that medical follow-up for lead poisoning prevention cases is provided.

          Explains codes and other regulatory requirements to subordinate personnel; instructs subordinate personnel in use of specialized equipment to conduct on-site inspections; meets with community groups and the general public to explain codes, regulations and standards of the lead poisoning prevention program.

 

         

 

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

 

KNOWLEDGE OF:

§  policies and procedures related to the enforcement of a lead prevention program for the Lead Inspection and Abatement specialty

§  the methods practices and techniques used to achieve compliance with ordinances, regulations, codes and standards as they apply to lead prevention and abatement for the Lead Inspection and Abatement specialty

§  investigatory methods and techniques

§  computer entry and retrieval methods, and software applications related to work specialty

§  environmental safety, health, and nutrition for the Education specialty

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE REQUIREMENTS (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applicants submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 03/26.)

 

EDUCATION SPECIALTY

 

EDUCATION:

 

Education equivalent to completion of the twelfth school grade.

 

AND

EXPERIENCE:

 

          Two years of experience as an Environmental Health Worker in the City’s Lead and Healthy Homes program.

 

 

LEAD INSPECTION AND ABATEMENT SPECIALTY

 

EDUCATION:

 

Education equivalent to completion of the twelfth grade school. 

AND

CERTIFICATION

Completion of the State of Pennsylvania certification as a Certified Risk Assessor for lead-based paint. 

 

AND

EXPERIENCE:

 

          Two years of experience as an Environmental Health Inspector in the City’s Lead and Healthy Homes program.

ADDITIONAL REQUIREMENTS FOR THE BILINGUAL SPECIALTY:

 

Sufficient training and/or experience to be able to understand and speak fluently and clearly in English and the designated non-English language.

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

          Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND CERTIFICATES

 

          Possession of valid certification as a Risk-Assessor for lead-based paint issued by the Pennsylvania Department of Labor and Industry at the time of application, appointment and during tenure of employment as an Environmental Health Program Supervisor for the Lead Inspection and Abatement specialty only.

 

Possession of a valid proper class motor vehicle operator's license issued by the Commonwealth of Pennsylvania at the time of appointment and during tenure of employment as an Environmental Health Program Supervisor.
