HEALTH NUTRITION AND EDUCATION PROGRAM SUPERVISOR
GENERAL DEFINITION
This is health promotion work planning, assessing, and administering educational programs, with an emphasis on nutrition, for women and families. The employee in this class is responsible for the development and delivery of educational materials for multiple health issues and serves as nutritional consultant for a variety of City health programs. Work includes managing grants related to the provision of nutrition services and supervision of lower-level health educators, and planning, coordinating, and evaluating nutritional education and service programs.
Contact with departmental administrators, health care officials, program nutritionists, educators and community groups to coordinate and consult on nutrition service programs and problems is a major aspect of the work. Work is performed under the direction of a higher level program director.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
- The position must be responsible for developing, producing and distributing training and training materials which support the goals of the Early Childhood, Youth and Women's Health Division.
- The position must supervise Health Training and Education Specialists.
- Only one position may be allocated to this class.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Plans, assesses, develops and implements the public health nutrition components of city-wide public health programs, including, but not limited to, pre-natal, maternal and child care, and/or family medical care services; formulates policies, protocols and standards related to the nutritional components of programs; coordinates and integrates services between divisions of the Public Health department and outside agencies.
- Plans and conducts in-service education for Health Department professional employees; develops training sessions for counseling patients in the methods of correcting poor nutrition habits and the importance of following diet orders and a good nutrition regimen; reviews training programs for adequacy.
- Provides technical supervision, training and direction for lower level nutritionists and educators providing direct nutritional and other health services.
- Researches, writes and manages grants and contracts; lectures to community groups on aspects of good nutrition; participates in conferences and workshops of nutrition and dietetic organizations.
- Develops, implements, and evaluates a variety of health education programs beyond the scope of nutrition education, including but not limited to substance abuse, adolescent health, pregnancy prevention, sexually transmitted diseases, parenting issues, child safety, consumer topics, welfare to work, and related topics.
- Directs the development of new educational materials produced by DECYWH and manages the distribution of these materials; arranges for the translation of DECYWH materials and material submitted from other PDPH agencies and CBH; facilitates an educational program in which allied health students and college interns do surveys/research to gain information needed by DECYWH.
- Serves as food and nutrition consultant to Procurement Department, the Youth Study Center, the Pennhurst Management Team, and the Philadelphia Prisons.
- Performs related work as required.

- analyze the performance of nutritionists and others who provide nutrition counseling and guide them in development of their skills
- teach health professionals the need for and content of good patient nutrition guidance
- analyze training needs and provide training as required
- present ideas effectively, both orally and in writing
- supervise the activities of a staff engaged in the provision of health education and training services.

- coordinate the provision of nutritional and education services through contract personnel.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 9/01.)
EDUCATION
- Completion of a master's degree program at an accredited college or university in nutrition with course work in public and/or community health.
AND
GENERAL EXPERIENCE
- Two years of experience in nutrition or dietetics
AND
SPECIFIC EXPERIENCE
- Two years of experience administering a nutrition education program and developing standards and program goals and objectives for a large health care agency.
OR
Any equivalent combination of education and experience determined to be acceptable by the Personnel Department, which has included a bachelor's degree in nutrition and the Specific Experience listed above.
NOTE:
Additional graduate work in nutrition may be substituted for the required General Experience to a maximum of one year.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Certification as a Registered Dietitian by the American Dietetics Association prior to appointment and during tenure of employment as a Health Nutrition and Education Program Supervisor.
