DEPUTY HEALTH COMMISSIONER FOR HEALTH PROMOTION
GENERAL DEFINITION
This is administrative medical and public health work directing the development of long-range and
short-term strategic plans for the promotion of good health. Work includes the implementation and coordination
of departmental efforts to enhance healthy behaviors. The employee in this class directs, through subordinate
administrative and medical personnel, the resource development, program direction, disease prevention and injury
risk reduction activities of the Health Department. The employee is responsible for providing medical advice on
matters of public health to the Commissioner and the department's executive staff and formulating evaluation
criteria for health promotion campaigns. Establishing and maintaining effective working relationships with
departmental staff and representatives of professional societies, health agencies at the local, state and federal level,
community-based organizations and coalitions, local academic medical centers and the public are major aspects of
the work. The employee reports to the Health Commissioner.
ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)
- The employee must direct through subordinate medical and administrative personnel the resource
development, program direction, disease prevention and risk reduction activities of the Health
Promotion Office.
- The position must be located in the Health Department.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Directs, through subordinate medical personnel, and in collaboration with departmental administrators, the
health promotion activities of the Health Department; provides medical direction to physicians and executive staff
on matters pertaining to health promotion and disease prevention; oversees the development and evaluation of
standard medical care throughout the department; provides medical advice to the Health Commissioner.
- Directs, through subordinate administrative program personnel, the coordination of existing and the
development of new long - and short-range plans, goals and objectives for comprehensive municipal health services
programs; establishes project goals, objectives and time parameters; coordinates activities of designated projects
to insure that goals and specified objectives are met in accordance with prescribed priorities, deadlines and funding
conditions; prepares project status reports; plans and develops communications and informational materials to keep
the public aware of health promotion programs.
- Directs, through a subordinate administrator, securing the resources to fund program efforts; coordinates
funding efforts with federal, state and private funding sources; prepares grant proposals; monitors expenditures
for conformance to grant stipulations and contract requirements.
- Directs, through subordinate administrator, the department's injury risk reduction program efforts;
analyzes risk surveillance results to identify areas requiring intervention; develops protocol and methodology
required for studies; coordinates the activities of prevention project personnel.
- Develops recommendations for health promotion programs designed to integrate medical aspects of
community, environmental and forensic health services within the department and other governmental and private
agencies to achieve public health and community goals; provides medical advice to the Commissioner and
physicians concerning departmental strategies to improve the health status of Philadelphia's population with
emphasis on health-enhancing behaviors; promotes community health awareness.
- Advises the Health Commissioner on policy and legislative activities regarding health promotion; consults
with senior departmental medical staff to devise strategies to initiate or respond to legislative activities on health
promotion issues; meets with other governmental or private agency administrators or medical staff to coordinate
efforts in regard to health promotion issues; insures coordinated health promotion efforts through dissemination
of materials and unified promotional efforts through the departmental public information office, in conjunction with
community-based organizations and neighborhood groups.
- Promotes community interest in the utilization of public health services; speaks before lay and professional
groups; responds to concerns of community regarding existing health conditions requiring remedy; represents the
Health Commissioner at meetings with other city agencies, professional groups and the public; establishes and
maintains cooperative relationships with health agencies and hospitals to achieve coordinated health service goals.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the principles, practices, goals and programs of health services and public health administration.
- the general principles of epidemiology as they apply to the control of communicable and
non-communicable diseases.
- the principles, practices, developments and techniques of public health medical services.
- the principles, practices, and current developments of general medicine as it applies to the
diagnosis and treatment of diseases.
- public health medical research, especially as it relates to the control of disease.
- the rules and regulations of federal and state funding of public health programs.
- the principles, practices, and goals of public health administration.
- medical jurisprudence, including public health law.
- the social, economic and environmental factors affecting health habits and the behavior
modification principles designed to promote good health.

- current developments in health research as it relates to medical matters of public health interest.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum
training and experience standards which will be used to admit or reject applicants for tests. Applications submitted
by candidates for this class will be reviewed based on training and experience requirements as approved on 3/92.)
EDUCATION
- Graduation from an accredited school of medicine with a degree of Doctor of Medicine or Osteopathy and
completion of an internship in an approved hospital.
AND
- Possession of a certificate in Internal Medicine, Family Practice or Pediatrics as issued by the appropriate
board of specialization.
OR
- Completion of all current formal requirements necessary to be accepted for the initial examination for
certification by the American Pediatrics, Family Practice, or Internal Medicine specialty boards, and completion
of a master's degree program from an accredited school of public health.
AND
GENERAL EXPERIENCE
- Four years of experience in the practice of medicine beyond what is required to meet the certification
requirements described above.
AND
SPECIFIC EXPERIENCE
- Five years of experience in the practice of medicine which has involved medical supervision of multiple
public health programs.
Or any equivalent combination of experience determined to be acceptable by the Personnel Department that
has included the specific experience described above.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS, AND/OR CERTIFICATES
- Possession of a valid license to practice medicine in the Commonwealth of Pennsylvania issued by the State Board of Medical Education and Licensure.
