GENERAL DEFINITION
This is specialized medical work examining and treating patients in a municipal health clinic or municipal medical evaluation unit for the Occupational Health specialty only. The employee has a controlling responsibility over the activities of a specialized clinic of a health center for positions in the Health Department. Responsibility for securing and maintaining the patient's cooperation is a significant aspect of the work. Work is performed under the general supervision of a medical superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)
1. These positions must be located in the Health Department or the Office of Human Resources.
2. Employees in this class must examine and treat patients in the field of specialization or assignment at a municipal health clinic(s) or medical evaluation unit.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
BILINGUAL SPECIALTY
Performs the duties described below with English speaking and designated non-English speaking populations.
ALL SPECIALTIES
Examines patients for clinical symptoms of disease; orders specimens such as blood or sputum taken for laboratory analysis; reviews case histories and reports of laboratory findings; prescribes and administers treatment; refers patients with complications to other clinics, hospitals, or mental health agencies; prepares reports of findings; re-examines patients for recurrence of disease; supervises extended care providers engaged in examining and treating patients; conducts case conferences to present unusual or interesting cases to other medical personnel.
Performs related work as required.
FAMILY MEDICINE SPECIALTY
Diagnoses medical conditions of children and adults; manages and applies principles of preventive and therapeutic medicine for patients with acute and chronic medical conditions utilizing principles from internal medicine, pediatrics, surgery, obstetrics, gynecology, community medicine, gerontology, psychiatry and related behavioral sciences; develops treatment plans and behavior modification plans for health maintenance activities; may perform sigmoidoscopic examinations in the Sigmoidoscopy Clinic upon completion of specialized training and certification by the Health Department.
INTERNAL MEDICINE SPECIALTY
Diagnoses medical conditions of adults; manages and applies principles of preventive and therapeutic medicine to patients with acute and/or chronic medical conditions; develops treatment plans and behavior modification plans for health maintenance activities; orders appropriate laboratory tests and x-rays; prescribes medications and special diets; discusses findings with patient and family; may perform sigmoidoscopic examinations in the Sigmoidoscopy Clinic upon completion of specialized training and certification by the Health Department.
OBSTETRICS – GYNECOLOGY SPECIALTY
Reviews radiological procedures and prescribes vitamins, drugs, and special diets for expectant mothers in a prenatal clinic.
INTERNAL MEDICINE AND OBSTETRICS – GYNECOLOGY SPECIALTIES
Communicable Diseases Assignment:
Performs the above services for patients with a specific disease, condition, or need or in various program areas such as sexually transmitted disease, infectious disease, tuberculosis, vaccine preventable diseases and similar conditions; collects and evaluates diagnostic clinical specimens using microscopy and other laboratory procedures; prescribes and manages complex treatment regimens used for the control of communicable diseases; orders appropriate laboratory and radiographic tests to determine accurate patient diagnosis; interprets laboratory results including serologic studies, cultures, microbial susceptibility tests, and gene-based identification and typing; discusses medical management plans with patients; counsels patients on communicable disease transmission and the methods used to limit transmission to contacts; advises patients about clinical services provided by nursing and support personnel working in communicable disease clinics.
OCCUPATIONAL HEALTH SPECIALTY
Performs work in the Medical Evaluation Unit of the Office of Human Resources conducting pre-employment examinations and examinations for fitness-for-duty, return to work, and disability retirement examinations and evaluations; evaluates injuries during occupational accidents; recommends employees for return to duty; collects specimens, orders appropriate occupational health laboratory tests including but not limited to drug and alcohol tests; reviews medical tests and recommends fitness for work duty; recommends employee employment status to human resources management and staffs the tools of preventive medicine to improve the health of employees.
PEDIATRICS SPECIALTY
Diagnoses medical conditions of children; manages and applies principles of preventive and therapeutic medicine to patients with acute and/or chronic medical conditions; develops treatment plans and behavior modification plans for health maintenance activities; orders appropriate laboratory tests and x-rays; prescribes medications and special diets; discusses findings with patient and family.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
· the principles, practices and current developments of the appropriate medical specialty

· the principles and practices of preventive medicine, as they apply to the appropriate medical specialty

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit
or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 9/19).
EDUCATION
Graduation from an accredited school of medicine or osteopathy with a degree of Doctor of Medicine or Osteopathy and completion of an internship in an approved hospital.
FAMILY MEDICINE, INTERNAL MEDICINE, OCCUPATIONAL HEALTH AND PEDIATRICS SPECIALTIES
Completion of all current formal requirements necessary to be accepted for the initial examinations for certification by the appropriate American Medical or Osteopathic Specialty Board for the area of specialization.
OBSTETRICS – GYNECOLOGY SPECIALTY
Completion of all current requirements and possession of a certificate issued by the appropriate board of specialization.
AND
BILINGUAL SPECIALTY
Sufficient training and/or experience to be able to understand and speak fluently and clearly in English and a designated non-English language.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
NOTE: Selective Factor Certification may be utilized, as needed, to fill specific positions. In accordance with Civil Service Regulation 11.032 - Selective Factor Certification - the appointing authority may request certification of eligible candidates with one or more of the required degrees and/or specific experience to fill specific positions in this class. Certification to fill such positions will be made from the two highest-ranking eligible candidates on the eligible list who possess the specified degree and/or experience.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid unrestricted license to practice medicine or osteopathy in the Commonwealth of Pennsylvania issued by the appropriate state board prior to and during tenure of appointment as a Physician.
FAMILY MEDICINE, INTERNAL MEDICINE AND PEDIATRICS SPECIALTIES
Eligibility for hospital admitting privileges in the appropriate area of assignment, and possession of hospital admitting privileges within one year of the date of appointment and during tenure of employment.
ALL SPECIALTIES EXCEPT OCCUPATIONAL HEALTH SPECIALTY
Eligibility for an unrestricted Controlled Substances Registration Certification from the United States Department of Justice, Drug Enforcement Administration, and possession of such certification within six months of the date of appointment and during tenure of employment.
Completion of one hundred fifty (150) hours of continuing medical education (CME) credits within three years from the date of appointment, of which a minimum of sixty (60) hours shall be Category I credits.
