GENERAL DEFINITION
This is administrative and technical work developing, implementing and monitoring the compliance of the Pennsylvania EMS Training program for Philadelphia County. The employee in this class acts as the representative for the Philadelphia region with the Pennsylvania Department of Health and coordinates all training aspects for EMS field providers. The employee is also responsible for the certification of all training institutes, EMS providers, and medical command facilities. Work includes compliance review of the EMS training function for the region, review, approval and monitoring of all procedures related to the regional training function, and interaction with EMS officials of surrounding regions. Coordination of EMS educational activities with the Pennsylvania State Department of Health to ensure adherence to applicable laws and standards, administration of certification and recertification, endorsement processes of EMS field providers, and implementation of policies, rules, and regulations for provision of emergency medical services are significant aspects of the work. Work is performed under the direction of an administrative superior.
ALLOCATING FACTORS (The following conditions must be met for a position to be allocated to this class.)
1. The work must be performed in the Philadelphia Regional Emergency Medical Services Office
2. This position must ensure EMS training compliance at the Philadelphia Regional Emergency Medical Services (EMS) Office.
3. This position must coordinate and monitor compliance of the regional EMS education and training programs for the County of Philadelphia with the mandates of the Pennsylvania State Department of Health and Bureau of Emergency Medical Services (BEMS).
4. Only one position will be allocated to this class.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Develops, implements, and maintains a regional training program for provision of emergency medical services for the Philadelphia region; works in concert with the State Department of Health in oversight of the regional training function; administers State policies for the execution of the emergency medical service functions; periodically reviews certifications and accreditations of all paramedics, emergency medical technicians, , medical command centers and their staff, and emergency medical services training institutes.
Administers state approved EMS certification at all provider levels;; coordinates psychomotor and cognitive certification examinations; recertification, and endorsement processes, including out-of-state applicants in accordance with state Standards; Verify EMS students upon successful completion of required education and training and facilitates state certification processes; evaluates and approves candidates for ALS and BLS instructor roles; reviews curriculums at training institutes; observes training at institutes and accredits institutes as official training centers.
Reviews credentials of medical command physicians at specially designated medical command centers; reviews administrative practices of medical command centers; coordinates with the Pennsylvania Department of Health in the review and designation process for medical command facilities.
Assures compliance for regional EMS training programs for Philadelphia County; certifies successful students for ALS and BLS certification in accordance with state standards; coordinates with surrounding county EMS education coordinators on regional education, certification, and psychomotor examination activities.
Confers with EMS officials of surrounding counties to promote consistency in regional education and testing practices; reviews and compares curricula, Instructional materials and assessment outcomes to support high quality training and testing mechanisms; analyzes and compares test results to discern possible testing irregularities; provides pertinent information to State Department of Health.
Participates in committees with EMS representatives throughout the state to evaluate education and training programs and support best practices in EMS instruction; develops recommendations to be presented to the State Department of Health governing provision of emergency medical services.
Reviews medical coverage plans of special events with large attendance; ensures adequate emergency medical care is contracted for; evaluates post event reports for quality improvement purposes

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
KNOWLEDGE OF:

SKILL IN:
• the use of office equipment and related software applications psychomotor assessment and evaluation

ABILITY TO:
• understand and interpret established statewide Emergency Medical Services System Act (PA EMS System Act) requirements and protocols
• complete required records and documents accurately concerning accreditation of emergency medical services faculty

• ensure compliance with procedural and policy directives from State health agencies related to the training function of emergency medical care services
• interpret and enforce procedural and policy directives governing emergency medical care services, education and training.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 5/26.)
EDUCATION:
Option 1
Completion of a Bachelor's degree program from an accredited college or university with major course work in nursing, health care administration, health sciences, public health, emergency medical services, or a closely related health care field.
NOTE: Valid certification as a Paramedic and an associate degree in a related healthcare field may substitute for the required education on a year for year basis.
NOTE: Additional general experience may substitute for the required degree on a year for year basis.
AND
GENERAL EXPERIENCE:
Two years of experience in direct patient care in emergency medical services (EMS) or other high-acuity clinical environments.
AND
SPECIFIC EXPERIENCE:
Two years of experience in emergency medical service education which has included developing training curricula, conducting continuing medical education programs and regulatory compliance in a healthcare environment.

EDUCATION:
Education equivalent to completion of twelfth school grade.
AND
CERTIFICATION:
Current Pennsylvania EMS certification as a Paramedic.
AND
EXPERIENCE:
Six years of experience as faculty or instructional staff at an accredited EMS
or health care training institute that has included progressively responsible experience
in certification, accreditation, curriculum development, or regulatory
compliance within a state-regulated EMS system.
OR
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included the specific experience.
