RESIDENT CARE MANAGER
GENERAL DEFINITION
This is resident care work directing, through subordinate supervisors, the activities of a
large staff providing a variety of resident care services such as washing, dressing and feeding
residents, taking measures to ensure their safety in residential areas, and attending recreation
events to aid participating residents. The employee in this class is responsible for resident care
services for a large institution housing aged and indigent homeless adults. Work also includes
supervision of an institutional laundry operation. Work is performed under the general
supervision of an administrative supervisor.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Oversees daily activities of resident care staff; reviews staff work, makes shift
assignments and ensures minimum staff coverage; develops and establishes work policies;
develops work procedures and routines and prepares written guidelines for staff; arranges for
staff training.
- Reviews laundry operations regularly; discusses problems and proposed improvements
with laundry employees; develops laundry service policy as it impacts upon resident services.
- Holds regular meetings to promulgate changes and analyze problems; interviews
prospective employees and recommends their hiring; participates in and/or directs the orientation
and training of new employees and supervisors; meets with and discusses problems and work
situations with union representatives.
- Analyzes resident needs and activities to determine areas for service improvement or
development; coordinates with social service, volunteer service and health service units the
provision of those services to residents; recommends the development and/or intensification of
such service as needed; maintain computerized demographic file.
- Selects and orders resident clothing and hygiene articles and new institution furnishing;
develops and ensures enforcement of supply dispensing procedures; coordinates with
maintenance and custodial staffs the cleaning and maintenance of residences; insures compliance
with state, federal and local laws, regulations and guidelines concerning resident care.
- Prepares reports on unit activities; reviews and analyzes reports and logs submitted by
others.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the principles and techniques of residential care in an institution for the indigent aged.
- housekeeping and sanitation requirements for residential institutions.
- federal, state and local law, regulations and; guidelines concerning residential care.
- supervisory methods and techniques.
ABILITY TO:
- direct the activity of a large staff of supervisors and aides providing residential care, and
employees providing laundry service.
- maintain records and prepare comprehensive reports.
- establish and maintain effective working relationships with residents, staff and associates.
- direct the training of new employees in residential care work.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE

represents the minimum training and experience standards which will be used to admit or reject
applicants for tests. Applications submitted by candidates for this class will be reviewed based
on training and experience requirements as approved on 6/89.)
- Completion of a bachelor's degree at an accredited college or university.
- Five years of experience in institutional resident care work, three years of which have
been supervising persons engaged in caring for institutionalized adults.
Or any equivalent combination of education and experience determined to be acceptable
by the Personnel Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
