DATA ANALYSIS ADMINISTRATOR

 

GENERAL DEFINITION

 

This is supervisory statistical, analytical and administrative work with responsibility for directing the collection, classification, analysis, maintenance, and dissemination of statistics related to the provision of services in the area of assignment. Positions in the class serve as the technical expert in statistics for the department and are responsible for the implementation and use of information systems or applications for reporting and monitoring of statistics.   Positions also ensure information systems in the area of assignment are working efficiently and effectively.  Conferring with department program administrators and contracted agencies to develop and revise information systems is of major significance to the work.  Work is performed under the direction of a technical/administrative superior.

 

ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)

 

1.    Employees in this class must direct the activities of a subordinate staff responsible for the collection, classification, analysis, maintenance and dissemination of statistics in one of the areas of assignment.

2.    Only one position will be allocated to each large operating division of a department for all departments except the Department of Human Services. 

3.    Only two positions will be allocated to the Department of Human Services in the Performance Management and Technology Division.

ALL  ASSIGNMENTS

 

 Directs and participates in the preparation of the department's statistical reports; directs subordinate staff in the procedures and methods to be employed regarding data collection and analysis; selects and formulates data to be included in reports; determines the narrative, tabular and graphic content; provides data processing unit with specifications; oversees and participates in quality control methods used in the review of assembled data; analyzes data and prepares written commentary based on findings; makes arrangements for the publication and dissemination of finished reports.

Directs the daily activities of a staff engaged in collecting, classifying, and analyzing statistical data; assigns portions of special projects to personnel; reviews work in progress and completed work assignments.

Confers with division directors and program administrators to identify computer system statistical and management information reporting requirements; develops and revises information systems as needed; evaluates statistical information needs of the divisions; reviews, revises, and designs forms and other instruments used to gather information; participates in the design and the development of reports; formulates report specifications for the data processing unit and other providers of computer services.

Prepares reports and professional papers; evaluates requests for and, if appropriate, release statistics to concerned agencies, the media, and the general public, attends conferences; reviews periodicals and professional literature.

Reviews documents received from providers; directs subsequent questions and complaints to providers for corrections and adjustments to documents received.

Performs related work as required.

 

PUBLIC HEALTH  ASSIGNMENT

 

Administers and implements the department's health centers' management information system with users and vendors; oversees the collection of information necessary to process first and third party billing for medical services provided by the district health centers, and to provide program management data to program administrators and health center directors; directs the processing and editing of all forms required to facilitate first and third party billing and provide necessary management data.

Prepares requests for proposals for contracted computer services in conjunction with the Law Department; evaluates bids when received; selects a provider based on information received; participates in contract negotiations.

Meets with departmental administrators regarding various studies to be performed; designs project study protocol; develops questionnaires; may train interviewers; maintains data quality control; specifies tabular outputs and data processing requirements; analyzes collected data; presents study results verbally and in written report; makes policy recommendations based upon results.

 

AIDS  ASSIGNMENT

 

            Directs the implementation of client databases, ongoing support of services databases, and the HIV Care and Prevention program evaluation and quality management activities in the AIDS Activities Coordinating Office (AACO). 

 

HUMAN SERVICES  ASSIGNMENT

 

Directs the activities of a staff engaged in the data collection, reporting, evaluating, and monitoring of in-house and contractor staff activities for purchased services for children and youth or for prevention programs and services; may implement and monitor federal adoption and foster family and congregate care outcome-based services project and related federal, state and departmental budgeting and reporting systems requirements.

Meets with divisional managers to gather information necessary to compile the department's strategic plan; meets with provider agency staff to provide training for data management and collection techniques; works with budget staff to compile budget projection and tracking parameters; collaborates with the central technology agency and provider agencies to integrate external case management systems into departmental data warehouse .

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards, which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 04/20.)

 

EDUCATION:

 

Completion of a master’s degree at an accredited college or university with major course work in public health, public administration, biological sciences, social sciences, physical sciences, mathematics, or statistics, including or supplemented by coursework in statistics, data analysis, system analysis, and computer programming.

 

AND

GENERAL EXPERIENCE:

 

Two years of experience performing statistical analysis or performing research of operations or programs which included conducting studies, collecting and analyzing data to identify trends or evaluate programs, and the use of statistical software.

 

AND

SPECIFIC EXPERIENCE:

 

Two years of experience in ONE of the following areas:

 

·         performing advanced level analytical work designing, implementing, or applying computer-based management information systems to improve operating efficiency and facilitate management reporting and analysis at the departmental level

·         performing advanced level research and information management work designing analytical studies or formulating data collection policies and procedures, and recommending the implementation of new or revised systems resulting from review of the data from these studies

·         performing administrative analysis and management work supervising subordinate analysts in a department-wide administrative analysis function with departmental goals and policies reporting to a Deputy Commissioner or equivalent division head of a department.

OR

 

Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included a master's degree and the specific experience described above.

 

NOTE: Selective Factor Certification may be utilized, as needed, to fill specific assignments in the General Specialty. In accordance with Civil Service Regulation 11.032 - Selective Factor Certification - the appointing authority may request certification of eligible candidates with one or more of the specified qualifications to fill specific positions in this class. Certification to fill such positions will be made from the two highest-ranking eligible candidates on the eligible list who possess the specified qualifications in the assignment area.
