This is technical work inspecting street and highway construction projects. An employee in this class is responsible for insuring compliance with specifications and standards, material testing and acceptance, and contract documentation. The employee may be assigned lower level inspectors to handle specific parts of the construction project. This class is distinguished from the next lower level class by the complexity and size of the project. Contact with employees of public utilities, private contractors and the general public is a significant aspect of the work.

Work is performed under the supervision of an engineering or inspectional supervisor. Assignments require evaluative thinking and are performed in accordance with standard inspection practices and general work instructions. The employee in this class provides inspectional services to insure that construction and repair projects are carried out according to departmental specifications and plans. Work involves some disagreeable aspects and some light physical effort.

• Performs inspection functions on federal aid resurfacing and construction projects in assigned districts; inspects street and highway work, including review of work on utility lines to insure compliance with approved plans, specifications and other contract requirements; observes property conditions along the line of construction for existing defects prior to construction and makes necessary notes; performs tests of the construction materials at the job site; insures that fabricated materials delivered to job sites comply with specifications; rejects materials not meeting specification standards.
• Attends pre-bid and pre-construction meetings; confers with contractors to explain and interpret specifications and standards; informs contractors of areas of noncompliance; advises contractors as to methods, procedures and practices to meet necessary standards; re-inspects areas where violations were noted to see that corrective actions have been taken; arranges and attends monthly job meetings with departmental engineers and contractors; makes final inspections of construction projects.
• Checks construction project to insure that adequate safety and traffic measures are being taken to protect the public; insures that contractor is in compliance with appropriate governmental safety regulations; prepares reports on accidents occurring during construction phase; may testify in court on the City's behalf.
• May assign and review the work of other inspectional personnel for specific phases of the construction project; advises inspectional staff on job procedures and technical problems encountered in work.
• Maintains necessary contract documentation pertaining to construction project including master and field inspector diaries, sketches, item and estimate books, and related job correspondence, change orders and other job records; prepares monthly estimates of quantities of work performed by the contractor for payment purposes.
• Performs related work as required.

KNOWLEDGE OF:

ABILITY TO:

• prepare written reports and maintain records of inspection.

• Education equivalent to completion of the twelfth school grade.
• Three years of experience in street or highway construction and repair, one year of which has been performing the technical inspection of such projects.

Or any equivalent combination of education and experience determined to be acceptable by the Personnel Department.

PHYSICAL AND MEDICAL REQUIREMENTS

• Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

• Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Highway Construction Inspector II, if required by work assignment.
