RECYCLING PROGRAM ADMINISTRATOR
GENERAL DEFINITION
This is second supervisory level environmental science work directing, through subordinate recycling specialists, the development, organization and coordination of the City's Solid Waste Recycling Program. The employee in this class directs recycling activities designed to make the public and industry aware of the need for recycling, reduce the amount of collected disposable solid waste and secures grant funds to support recycling programs and initiatives. Work includes planning and directing the activities of a recycling staff responsible for developing and overseeing recycling programs for the collection of recyclable solid waste material and overseeing agencies contracted to provide community-based recycling services. Directing the grant administration function, developing alternative methods of recycling, and promoting the City's Recycling Program to community groups, businesses and the public are significant aspects of the work. Work is performed under the direction of a Recycling Coordinator.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
- The work must be performed in the Sanitation Division of Streets department.
- The position must be responsible for the development of recycling policies and programs for the collection and disposal of recyclable solid waste materials.
- The position must supervise a technical recycling staff engaged in the development, promotion and implementation of the City's recycling program.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Coordinates and directs the City's Recycling Program; formulates recycling plans based on community needs; develops or revises recycling collection systems; analyzes new recycling systems for incorporation into the city system; establishes collection goals to increase the amount of collected recyclable materials; initiates the purchase of specialized recycling equipment; assists community and business groups and the public in developing recycling centers; helps to select sites; obtains equipment and contacts recycling industry representatives; requests assistance from recyclable materials producers for the start-up of collection enterprises; makes equipment selection for efficient solid waste collection, processing and disposal; oversees contracted agencies providing community-based recycling programs; ensures contracted agencies are conforming to appropriate system guidelines.
- Directs the grant administration and management activities of the recycling program office; reviews the development of grant proposal applications for content validity and conformance to state policies and procedures; researches and identifies additional sources of grant funding; coordinates with the accounting unit to ensure appropriate accounting and management of grants; ensures grant funds are expended appropriately; manages the day-to-day accounting of grants; ensures grant accounts are audited.
- Researches and/or develops alternative methods of recycling solid waste material; conducts meetings to discuss new recycling technologies; attends community and business meetings to create interest in recycling.
- Devises plans for recycling separation done in-home; reviews existing methods; researches new recycling methods acceptable to the public and industry; explores various methods of separation done at curbside; develops recycling policy and programs for a Citywide garbage collection program.
- Represents the Commissioner, Deputy Commissioner and Recycling Coordinator at meetings and community outreach events.
- Promotes usage of recycled materials by City departments, private industry and the public; establishes an office paper recycling program for City offices.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- Solid and organic waste collection, processing, disposal and marketing practices.
- The principles, practices, methods, and techniques used in planning, developing and implementing new programs or products.
- Funding requirements and organization objectives of grant making organizations, including state and federal governments.
- Public relations techniques necessary in promoting and developing support for new programs or products.
- The principles, practices, methods, and techniques of project management.
- Analytical techniques required to evaluate and improve existing systems and to develop new systems.
- The principles and practices of organizational planning and development.
- Administrative practices, procedures and techniques applicable to developing and managing a solid waste recycling program.
ABILITY TO:
- Effectively implement industrial processes involved in recycling solid waste.
- Plan, organize and coordinate a city-wide solid waste recycling program.
- Plan, assign and review the work of a recycling staff engaged in policy and program development.
- Effectively promote a comprehensive recycling program.
- Expand recycling programs and provide assistance to interested individuals, groups and businesses.
- Design various recycling plans to suit community and business needs.
- Research current technology and trends related to solid waste recycling
- Learn computer applications and capabilities required to evaluate and improve
exiting systems and to develop new systems.
- Establish and maintain effective working relationships with associates,
community groups, businesses and governmental officials.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 1/99.)
EDUCATION
- Completion of a Bachelor's Degree program at an accredited college or university with major coursework in environmental studies, urban planning, business administration or engineering.
AND
GENERAL EXPERIENCE:
- Two years of administrative experience in a solid waste recycling program.
AND
SPECIFIC EXPERIENCE
- Two years of administrative experience at the full performance level in a solid waste recycling program involving program development, analysis promotion and coordination.
Or any equivalent combination of education and experience determined to be acceptable by the Personnel Department which has included a Bachelor's Degree and the above listed specific experience.
NOTE:
Completion of a Master's Degree program in Business Administration, Public Administration or City and Regional Planning can replace one year of the general experience requirement.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania during tenure of appointment as a Recycling Program Administrator.
