TRANSIT PLANNING AND OPERATIONS MANAGER
GENERAL DEFINITION
This is administrative and analytical work directing urban mass transit planning studies and monitoring transit operations and
budgets. The employee in this class gathers and analyzes data on transit operations, programs and budgets and develops
recommendations which are used to formulate City policy and positions regarding local and regional transit issues. Supervision of
transit planning and support personnel, and effective representation of City transit interests before regional planning committees,
transit authorities, and representatives of other governmental agencies are of major significance to the work. The incumbent reports
to a Deputy Mayor.
ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)
- The position must be responsible for directing transit planning and analysis studies and monitoring transit operations and
budgets.
- Only one position can be allocated to this class.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Administers the review and analysis of current transit services and programs to ascertain their adequacy and assigns
development of new ones where indicated; discusses proposals and projects with transit consultants and representatives of public and
private transit authorities; coordinates the implementation of transit services and programs and changes with other governmental
agencies and jurisdictions; directs study of proposed transit systems improvements for feasibility and alternative approaches.
- Supervises the collection of an analysis of operational, financial and technical data concerning new transit programs for
inclusion in federal grant applications; prepares program justifications and meets with state and federal officials to explain aspects
of the program; participates in the review of legal contracts relating to the implementation of new programs; supervises the preparation
of program progress reports for submission to funding agencies.
- Advises City officials on various aspects of transit policy; attends meetings with outside groups and planning agencies to
present the City's position with respect to transit goals and objectives; testifies in court and at public hearings as a transit expert;
monitors the compliance with lease agreements between the City and area transit operators.
- Prepares and presents data for transit capital and operating budgets; compiles technical and statistical data to indicate whether
services and projects are cost effective; reviews the use of subsidy payments to transportation operators within the city to ascertain
that the funds are spent effectively; directs the monitoring of public transportation service to ensure that it is adequate; acts as liaison
between federal and state agencies concerning mass transit financial aid.
- Participates as a member on various committees to effect local and regional transit operations, changes, improvements or
developments.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- mass transportation principles, practices and problems.
- passenger transportation system practices and principles including bus, streetcar, rapid transit and railroad lines, equipment
and facilities.
- current developments in the field of public transportation.
- grant application preparation and submission practices.
- operating and capital budget principles and practices.
- problems involved in supplying mass transportation needs to a large city and some of the effective methods used in resolving
such problems.
ABILITY TO:
- plan, assign and review the work of a technical and clerical staff in compiling and analyzing transit data.
- review and analyze reports and other information submitted by transit operators and to make sound recommendations based
on such information.
- conduct studies and evaluate data pertaining to transit systems and operations.
- review and analyze for operational and financial impact, technical plans and specifications pertaining to transit projects.
- present ideas effectively, both orally and in writing.
- maintain effective working relationships with associates.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum training and
experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class
will be reviewed based on training and experience requirements as approved on 12/92.)
EDUCATION:
- Completion of a bachelor's degree program at an accredited college or university.
AND
GENERAL EXPERIENCE:
- Three years of transit or mass transportation experience which has included operational and financial evaluation of public
transportation systems, preparing transit grant applications, and/or performing planning, impact and feasibility studies in the area of
transit or mass transportation systems.
AND
SPECIFIC EXPERIENCE:
- Two years of experience at the full performance level evaluating, analyzing, and planning transit operations at the local and/or
regional level.
OR
Any equivalent combination of education and experience determined to be acceptable by the Personnel Department that has
included the specific experience described above.
NOTE:
Graduate work in an acceptable field will be considered on a year for year basis for up to two years of the general experience
requirement.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
