CHIEF MUNICIPAL CONSTRUCTION ENGINEER
GENERAL DEFINITION
This is administrative engineering work directing, through subordinate engineering
supervisors, the construction management and inspection function for the City's municipal
facility construction program. The employee in this class plans, coordinates and directs the
activities of engineering and technical support staff engaged in inspecting a wide range of
construction and renovation projects of considerable scope and complexity. Work involves
developing, analyzing and evaluating departmental construction standards and procedures,
formulating recommendations concerning final decisions on construction problems, and
participating in the development of departmental policies. Contact with engineers, architects,
contractors, and officials from other City departments to resolve construction-related issues is
a significant aspect of the work. Work is performed under the direction of an engineering
superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be approved
for this class.)
- The position must be located in the Department of Public Property.
- The employee must direct the activities of several second level construction engineering
supervisors.
- The position must direct all district construction activities for the Department of Public
Property.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Plans, coordinates and directs, through subordinate engineering supervisors, the activities
of engineers, technicians and inspectors engaged in inspecting construction and renovation work
to ensure that contractors are complying with plans and specifications; assigns construction and
renovation projects to subordinate supervisors; reviews weekly and monthly progress reports and
discusses construction-related problems with subordinates; meets with contractors in field to
resolve complex construction problems.
- Reviews and/or supervises the review of plans and specifications for proposed
construction projects prepared by consultants and/or in-house design staff to determine if
specified materials are acceptable and/or if there are any obstructions which may interfere with
the implementation of proposed plans and specifications; ensures the designs are consistent with
sound construction principles and practices; recommends modifications to ensure construction
feasibility; confers with consultants or in-house design staff to resolve design problems..
- Reviews and approves pre-qualification questionnaires submitted by prospective bidders
to determine if contractors are qualified to perform proposed
work; reviews and recommends the authorization of progress and final payments, change orders,
and other contract documents.
- Represents the division on various committees and panels formed to revise policies and
resolve problems regarding capital spending, contractual disputes, and other engineering related
issues; functions as liaison to other City departments and agencies in resolving problems and
obtaining permits related to the construction and renovation of City facilities; testifies as an
expert witness on matters related to the construction of City facilities.
- Administers the final inspection of major construction projects; prepares progress reports
on construction and renovation projects.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- The theory, principles, practices and methods of engineering as applied to public works
construction projects.
- The methods and techniques of engineering as applied to construction, inspection, and
materials testing for public works construction projects.
- Contract administration and compliance as applied to the construction phase of public
works projects.
- The strength and use of construction materials and equipment.
- Engineering mathematics as applied to the construction of public works projects.
- Federal, state and local laws and regulations as they relate to new construction and
modification of existing structures.
- Municipal procurement and contracting practices and procedures..
- Construction and scheduling methods and techniques.
- Supervisory methods and techniques.
- Principles and practices of modern management especially as applied to the administra-
tion of a construction management inspection program.
ABILITY TO:
- Plan, coordinate and direct a program of public works construction management and
inspection.
- Review and analyze plans and specifications to determine construction feasibility and to
make sound recommendations for alternative construction methods and/or materials.
- Determine the ability of prospective bidders to perform proposed work based on the
review of pre-qualification questionnaires.
- Apply engineering and administrative knowledge to resolve complex construction and
administrative problems.
- Interpret and apply federal, state and local regulatory codes applicable to public works
construction projects.
- Evaluate alternative construction modification for soundness of engineering features and
economic feasibility and make sound recommendations.
- exercise sound judgement in their resolutions.
- Analyze data and explain contract deviations to contractors.
- Resolve contractual disputed firmly and tactfully.
- Analyze cost proposals for construction change orders and negotiate preliminary and final
costs with contractors.
- Represent the Department at conferences, hearings and meetings.
- Communicate effectively, both orally and in writing.
- Establish and maintain effective working relationships with associates, contractors,
consultants and other City department and agencies.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement
represents the minimum training and experience standards which will be used to admit or reject
applicants for tests. Applications submitted by candidates for this class will be reviewed based
on training and experience requirements as approved on 6/90.)
EDUCATION
- Completion of a bachelor's degree program at an accredited college or university with
major course work in civil, electrical or mechanical engineering.
AND
GENERAL EXPERIENCE
- Five years of civil, electrical or mechanical engineering experience inspecting public
works construction projects.
AND
SPECIFIC EXPERIENCE
- Two years of engineering experience in construction inspection above the full
performance level of which one year has been at, or equivalent to, the second
supervisory level in directing the activities of engineers, technicians, and inspectors in
public works construction projects.
OR
Any equivalent combination of education and experience determined to be acceptable by
the Personnel Department that has included the specific experience and completion of a
bachelor's degree program in an acceptable area of engineering as an educational minimum.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions
required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Registration as a professional engineer with the Pennsylvania State Registration Board for professional Engineers prior to appointment and during tenure or employment as a Chief Municipal Construction Engineer.
