WATER UTILITY DIRECTOR

 

GENERAL DEFINITION

 

            This is administrative environmental engineering work directing a major treatment program for the City's water utility.  Employees in this class direct, through subordinate engineering and technical supervisors, the operations of either the water treatment plant systems or water pollution control plant systems which includes biosolids management.

            Work includes responsibility for directing a comprehensive maintenance program for plant facilities and for ensuring that treatment processes comply with legal and environmental standards.  Providing safe and cost-effective services to the public, coordinating plant activities with other departmental programs and establishing effective working relationships with external governmental and regulatory agencies are significant aspects of the work. 

            Work is performed under the general direction of a Water Engineering Assistant Manager.

 

ALLOCATING FACTORS:   (The following conditions must be met for a position to be allocated to this class.)

 

1.         Positions in this class must perform administrative environmental engineering work, directing the operations of either the City's water treatment plant systems or water pollution control plant systems which includes biosolids management.

 

2.         No more than two positions in this class shall be allocated to the Water Department.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

            Plans, directs and coordinates, through subordinate engineering and technical supervisors, the activities of a multi-disciplined staff engaged in the operations of the City's water treatment or water pollution control facilities; develops goals and objectives for plant/program operations; develops performance standards for plant personnel; analyzes and revises plant activities; reviews goals and objectives formulated by subordinate supervisors; reviews reports prepared by subordinate supervisors.

            Meets with equipment sales representatives and contractors bidding on plant construction and equipment installations; recommends purchase of new types of equipment and machinery; prepares or supervises the preparation of periodic operating statements.

            Manages the Biosolids Program Service Contract and Lease Agreement with the Philadelphia Municipal Authority; evaluates and makes recommendations for the biosolids management program concerning the operational and regulatory requirements; manages the budget and reviews and processes all invoices related to contract; determines which procedures and methods result in the most cost effective processing and utilization methods; develops standards to insure that activities comply with legal regulations; participates in and reviews engineering studies on processing and utilization methods.

            Directs and/or participates in research projects to evaluate new treatment processes; determines the feasibility of implementing new methods; makes recommendations regarding changes in plant design or processes; participates in the formation of divisional policy.

            Prepares program operating budget proposal; reviews operating budget requests prepared by subordinate supervisors; establishes staffing structure for plants; reviews personnel selection decisions made by subordinate supervisors; reviews disciplinary decisions.

            Consults with department program and administrative officials to review designs, plans and specifications for new or additional facilities with the objective of incorporating new and improved methods in existing or proposed installations; makes recommendations concerning plant expansion and long-range development of the facilities.

            Represents the Water Department on regional planning and regulatory commissions; testifies before regulatory agencies; ensures compliance with water and wastewater laws and regulations.

            Performs related work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

•           water pollution control and water treatment plant processes, facilities and equipment

•           administrative principles and practices pertaining to the operation of a large water utility

•           current federal and state rules, regulations and standards applicable to water and wastewater treatment

•           environmental engineering principles and practices

•           supervisory principles and practices

•           the principles and practices of budget, fiscal and personnel administration pertaining to the operation of a large water utility

•           the principles and practices of employee and labor relations

•           the engineering principles and practices used in the preparation and review of design projects and the management of treatment plant construction projects for a water treatment or water pollution control,

•           the principles and practices of the physical and natural sciences pertaining to the operation of a large water utility

•           the effects on the environment of the various methods of biosolids processing and utilization

 

ABILITY TO:

 

•           apply engineering and administrative knowledge to complex engineering and operational problems

•           prepare complex engineering reports

•           establish and maintain effective working relationships with associates, consultants, governmental and regulatory agencies, and the general public

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 3/21.)

 

EDUCATION:

 

            Completion of a bachelor's degree program at an accredited college or university, with major course work in sanitary, environmental, civil, chemical, electrical or mechanical engineering.

 

AND

GENERAL EXPERIENCE:

 

            Five years of engineering experience, either in water or wastewater treatment plant operation.

 

AND

SPECIFIC EXPERIENCE:

 

            Two years of experience as a Water Utility Manager directing plant operations and maintenance.

 

OR

 

            Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources and which has included the completion of a bachelor's degree program at an accredited college or university with major course work in engineering as an educational minimum and the specific experience.

PHYSICAL AND MEDICAL REQUIREMENTS

 

            Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

            Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment in this class, if required by work assignment.

            Possession of a Class A and/or Class E license for Water and Wastewater Systems Operators issued by the Commonwealth of Pennsylvania Department of Environmental Protection prior to appointment and during tenure of employment in this class.
