WATER ENGINEERING ASSISTANT MANAGER

 (Engineering)

(Planning and Environmental Services)

 

GENERAL DEFINITION

 

            This is administrative and engineering work directing one of the following operations for the Water Department:

 

1.    The treatment of water for consumption and fire protection, the operation and maintenance of the water treatment plants, the treatment of wastewater and the operation and maintenance of the water pollution control plants;

2.    The delivery of water for consumption and fire protection, the operation and maintenance of the conveyance system, the collection of wastewater and  storm water and the operation and maintenance of the wastewater and storm water collection systems;

3.    Planning and research, development services, green stormwater infrastructure, watersheds management and laboratory services;

4.    Design engineering, construction management, capital program administration and/or asset information/developer services.

 

Contact with other responsibility centers, divisions, other City departments, external governmental agencies, contractors and consultants is an important aspect of the work.  Employees in this class report to a higher-level engineering manager.

 

ALLOCATING FACTORS:  (The following conditions must be met in order a position to be allocated to this class):

 

1.    Positions must be responsible for providing strategic direction and guidance for multiple business units within the assigned specialty.

2.    Positions must be located in the Operations, Engineering,  Environmental Services Divisions, or Green stormwater Infrastructure of the Water Department.

3.    Six positions will be allocated to this class, two positions in the Operations specialty, two positions in the  Engineering specialty, and two positions in the Planning and Environmental Services specialty.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

All Specialties

 

            Plans and directs the activities of a large, multi-discipline staff, through subordinate engineering, scientific, administrative and technical supervisors; establishes goals and objectives; assigns goals and objectives to specific sections as projects; establishes, reviews and revises policies and procedures; coordinates the activities of various sections.

            Establishes long and short run objectives for subordinate supervisors; defines responsibility areas for subordinate supervisors; determines staffing needs and establishes staff structure; provides administrative direction to units engaged in the performance of complex engineering projects, reviews reports prepared by subordinate supervisors; may direct complex engineering projects; initiates research projects.

            Participates in divisional policy and program formulation; implements division and departmental policies and programs; interprets and explains policies and programs to subordinates; develops proposals for capital improvement.

            Confers with representatives of other departmental organizations to coordinate activities; confers with other engineers to review plans affecting facilities; confers with other City agencies to arrange the delivery of procurement, enforcement, legal and other services; coordinates activities with the activities of other City departments and local utilities.

            Represents the Water Department on regional planning and regulatory commissions; testifies before regulatory agencies; participates in policy formulation for regional planning commissions; insures compliance with water and wastewater laws and regulations.

            Prepares operating budget proposals; justifies budget requests; reviews budgetary allocations; negotiates contract terms with consultants; determines staffing needs; reviews personnel selections; establishes policies affecting employee relations; reviews and revises training and safety programs; reviews disciplinary actions; negotiates with union representatives.

            Performs related work as required.

                       

Engineering Specialty

           

            Performs the above activities for two of the following functions: design, construction, capital program and asset information/developer services.

           

Operations Specialty

 

            Performs the above activities for either water conveyance and wastewater collection functions or for the water and wastewater treatment functions.

 

Planning and Environmental Services Specialty

           

            Performs the above activities for planning and research, watersheds management, development services, green stormwater infrastructure and laboratory services functions.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

•           administrative principles and practices pertaining to the operation of a large water utility

•           sanitary and civil engineering principles and practices

•           current federal and state rules, regulations, and standards applicable to water and wastewater treatment, wastewater collection, water conveyance and storm water collection

•           management methods and techniques pertaining to the operation of a large water utility

•           the principles and practices of budget, fiscal and personnel administration pertaining to the operation of a large water utility

•           program planning and evaluation

•           the engineering principles and practices used in the preparation and review of design projects for the Engineering specialty.

•           the engineering and management principles and practices used in the management of construction projects for a large water utility for the Engineering specialty

•           supervisory principles and practices

•           the principles and practices of engineering, the physical and natural sciences pertaining to the operation of a large water utility

•           components of administering a capital program for a large water utility including budgeting, advertising, bidding, and awarding of capital projects for the Engineering specialty

•           principles and practices pertaining to managing asset information for a large water utility including the maintenance and distribution of water & sewer infrastructure records for the Engineering specialty

 

ABILITY TO:

 

•           direct professional, technical and administrative personnel through subordinate supervisors

•           apply engineering and administrative knowledge to complex engineering and operational problems

•           develop and implement divisional policy

•           establish and maintain effective working relationships with associates, consultants, governmental and regulatory agencies, and the general public

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 2/22.)

 

EDUCATION:

 

            Completion of a bachelor's degree program at an accredited college or university, with major course work in engineering.

           

AND

GENERAL EXPERIENCE:

 

            Six years of engineering experience at or above the full performance level.

 

AND

SPECIFIC EXPERIENCE

 

Engineering Specialty:

 

Two years of experience performing administrative engineering work directing either the capital program or design functions for the Water Department's capital improvement and expansion programs, or the construction activities for the Water Department's plants, facilities and structures. 

 

Operations Specialty:

 

Two years of experience performing administrative engineering work directing a major water or wastewater treatment system for the City's water utility or directing the activities of the City's water conveyance system or wastewater collection system.  

 

Planning and Environmental Services Specialty:

 

Two years of experience performing administrative engineering work directing engineering planning and research activities for the Office of Watersheds, Green Stormwater Infrastructure, Development Services or Planning and Research unit.

 

OR

 

Two years of experience performing administrative and engineering work at the managerial level, directing the Water Department’s laboratory program.

 

OR

 

Any equivalent combination of acceptable education and experience which has included completion of a bachelor's degree program with major course work in engineering as an educational minimum and the specific experience.

 

Note:  A Master’s Degree in engineering issued by an accredited college or university or possession of a Professional Engineer’s license may equate for two years of the General Experience requirement.

PHYSICAL AND MEDICAL REQUIREMENTS

 

            Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

            Possession of a valid proper class motor vehicle operator's license as issued by the Common­wealth of Pennsylvania prior to and during tenure of employment in this class, if required by work assignment.
