WATER TRANSPORT ENGINEER 1

 

GENERAL DEFINITION

 

            This is hydraulic engineering work supervising subordinate engineering and technical support staff in the provision of engineering and technical support services for either the City's storm and wastewater collection or water conveyance programs.  Work may include the performance of electrical and mechanical engineering assignments applicable to the operation and efficiency of water transport systems.  Provisions of services to the public and coordination of activities with other department programs and personnel are significant aspects of the work.  An employee in this class works under the direction of a higher level Water Transport Engineer.

 

ALLOCATING FACTORS:  (The following conditions must be met for a position to be allocated to this class.)

 

1.         Employees in this class must supervise subordinate engineering and technical support staff engaged in providing engineering and technical support services for either the City's storm and wastewater collection, or the water conveyance programs.

2.         The positions in this class must be located in the Water Department.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

            Plans, assigns and supervises the activities of subordinate engineering and technical support staff engaged in water conveyance or storm and wastewater collection projects or general water transport assignments; reviews reports prepared by subordinates; provides engineering and technical guidance; develops goals, plans of action and timetables for completion of assignments; prepares aspects of operating budget for assigned water transport programs; participates in the selection of subordinate personnel; initiates and reviews disciplinary action.

            Directs and/or participates in research projects to evaluate new water conveyance or storm and wastewater collection processes and projects; determines the feasibility of implementing new or alternative methods; prepares plans and designs for improved water conveyance and storm and wastewater collection systems and projects; makes recommendations for changes in the operation of storm and wastewater collection and water conveyance systems; monitors storm and wastewater collection and water conveyance operations.

            Reviews, analyzes and interprets computerized water and storm and wastewater flow data; manages service maintenance contracts; interfaces with maintenance personnel in the scheduling of maintenance projects for the efficiency of storm and wastewater collection and water conveyance systems; directs technical maintenance personnel in the maintenance and repair of electrically and electronically activated instrumentation and equipment; designs, analyzes and modifies computer hardware and a software systems applicable to water and storm and wastewater transport operations and special programs; evaluates the efficiency of the integration of computer programs with water transport operations and remote controls, monitoring and data collection systems; prepares periodic reports for supervisory review.

            Performs related work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

•           the theories, principles and practices of hydraulic engineering applicable to water or wastewater transport

•           the design of the facilities, related structures and equipment relevant to water conveyance and wastewater transport and collector systems

•           physical and natural sciences

•           current federal and state rules, regulations and standards governing water and storm and wastewater systems

•           electrical and mechanical engineering principles and practices applicable to the operation, modification and improvement of water or wastewater transport systems

•           computer program design, analysis and modification as applied to the operations of water or wastewater transport systems and data collection and analysis

 

ABILITY TO:

 

•           supervise engineering and technical personnel

•           direct and conduct engineering and technical research and data collection projects

•           perform mechanical and electrical engineering assignments in a hydraulic engineering system

•           develop computer programs and apply them to water and wastewater transport and collector systems operations, research and data collection projects

•           prepare comprehensive oral and written reports

•           establish and maintain effective working relationships with associates, consultants, government and regulatory agencies and the general public

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE  (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 3/23.)

 

EDUCATION:

            Completion of a bachelor's degree program at an accredited college or university with major course work in civil, chemical, environmental, sanitary, electrical or mechanical engineering.

 

AND

 

Option 1:

 

EXPERIENCE:

 

            Four years of engineering experience which has included two years at the full performance level in:

 

·       a water conveyance or wastewater collections program or green stormwater operations and maintenance,or

·       hydraulic design engineering, or ;

·       in planning and preliminary design of water and wastewater transport systems, or

·       in planning and design of linear assets, or

·       in the planning, design and/or review of green stormwater infrastructure

 

OR

 

Option 2:

 

EXPERIENCE:

 

            Eight years of operational experience in a water conveyance or wastewater collections program which has included four years of experience as a Water Conveyance Systems Assistant Superintendent directing the maintenance activities of the Flow Control, Sewer Maintenance, Distribution or the Water Pumping unit.

 

OR

 

            Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources, which has included the completion of a bachelor's degree program at an accredited college or university in an acceptable area of engineering as an educational minimum.

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

            Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

            Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment in this class if required by work assignment.
