GENERAL DEFINITION
This is technical work, at the full performance level, performing inspections and testing of construction materials or the civil, electrical, or mechanical phases of public works projects to ensure that work performed by contractors is in compliance with established standard codes, contracts, plans, and specifications. Reviewing and interpreting construction plans, specifications, contract, and permit requirements, and stopping work projects when violations are discovered are significant aspects of the work. Work is performed under the direction of a technical superior.
ALLOCATING FACTORS: (The following condition must be met for a position to be allocated to this class.)
1. Employees in this class must perform technical field inspections and tests of construction materials or the civil, electrical, or mechanical phases of public works projects at the full performance level, to ensure contractors' compliance to requirements, plans, permits, and specifications.
2. Employees in this class must have authority to cease work in progress upon detection of violations.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
ALL SPECIALTIES
Inspects a variety of complex construction, reconstruction, rehabilitation, and alteration projects in process and upon completion to ensure compliance with approved plans, specifications, and contract requirements; ensures that contractors have the required permits to do the construction work; ensures that other safety measures are taken to protect workers and the general public; observes property conditions for existing defects prior to construction; notes defects; conducts site testing of construction materials; enforces compliance to contract requirements, plans, and specifications; notifies contractors and superiors when violations are discovered; halts work if site corrections cannot be made; discusses violations with contractor; re-inspects areas where violations were noted to determine if corrective action has been taken.
Attends job meetings with contractors, engineers, architects, and related parties before a project begins to interpret contract requirements, plans, and specifications, and again at specified times during the project to determine solutions to problems which have occurred; discusses and makes recommendations in regard to scheduling and procedural matters; describes special features or requirements to the contractor.
Prepares daily, weekly and monthly reports regarding inspectional activities; prepares charts and graphs showing progress of the projects and any structural problems encountered; prepares sketches showing existing field conditions and maintains records of material quantities used; checks packing and delivery slips, determines if materials used conforms to contract requirements; computes quantities to ascertain whether they meet specification requirements.
May prepare change orders and sign orders for payment to the contractor; prepares contractors' efficiency ratings.
May supervise the work of a small number of trades or inspectional personnel on specific phases of small projects.
Performs related work as required.
CIVIL SPECIALTY
Inspects brick work, masonry work, carpentry, plumbing, roofing, paving, grading, concrete work, wall and column footings, foundations, walls, floors, excavations and other specialized phases of construction projects for adherence to plans and specifications; may check plumbing, heating and ventilating equipment for proper installation; checks forms and reinforcing steel before pouring concrete; checks grade of trenches to ensure proper fall.
ELECTRICAL SPECIALTY
Inspects and tests the installation and correction of a variety of wiring cables, switch gears, transformers, metering devices, circuits, panels, relays, reactors, oil circuit breakers, insulators, switch activating equipment, lighting, receptacles, fan motors, and power substations; inspects conduits, duct banks, mounting and clearance for electrical components and brick work, concrete work, carpentry, grading, and structures which serve to support or protect electrical components; inspects grading and compaction of materials supporting electrical equipment or systems.
MECHANICAL SPECIALTY
Inspects and tests component parts of mechanical equipment such as high pressure water pumps and motors; inspects and tests a variety of valves, such as check and butterfly, automatic and manual gates, water main valve chamber and appurtenances, sludge pumps and collectors, conveyer systems, fans, incinerators, grit and screen ejectors, compressors, conveyor equipment and high speed overhead electric cranes and pneumatic and electronic control panels; reviews contractor's proposed sequence of installation; inspects and tests plumbing, HVAC and refrigeration systems.
MATERIALS TESTING SPECIALTY
Performs laboratory and field tests on materials and inspections of manufacturing, fabricating and quality control processes at manufacturing plants; informs manufacturer when materials fail to meet required specification; prepares reports detailing findings and recommendations; reviews materials specifications, uses Standards of the American Society for Testing Materials and the American Water Works Association to determine appropriate techniques and equipment; prepares reports on test specimens including physical descriptions, test results and recommendations concerning materials.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
· the principles and practices used in testing and inspecting materials used in public works projects for conformance to plans, specifications and contract requirements, in the area of specialization
· the materials, methods, equipment and practices used in the manufacture, construction, and alteration of public works, structures and installations in the area of specialization
· the physical characteristics and approved testing methods of construction materials in the area of specialization
· mathematics necessary to calculate dimensions, and/or strength and variations of electrical current, as it applies to the area of specialization
· contractual practices relative to scheduling, and the preparation of contracts, building and material specifications
· inspectional methods and techniques as utilized in the area of specialization
· hazards and safety precautions at construction sites, manufacturing plants and/or in the laboratory
SKILL IN:

ABILITY TO:
· read and interpret plans, diagrams, blueprints, maps, and specifications in the area of specialization
· recognize deviations, improper or faulty construction and other hazardous conditions created during the construction or alteration process in the area of specialization

· determine conformity to quality standards, workmanship methods, material quantities and other requirements when deviations from the contract are utilized
· enforce compliance with contract specifications, regulations and standards firmly and tactfully
· interpret the appropriate regulations and ordinances governing the construction of public works, structures, fixtures, and installations

· establish and maintain effective working relationships with associates, contractors, and others
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 09/19.)
CIVIL SPECIALTY
Option 1:
EDUCATION:
Equivalent to completion of the twelfth school grade.
AND
EXPERIENCE:
Two years of experience at the journey/full-performance level in one of the following trades: plumbing, electrical, HVAC, mechanical, carpentry or other comparably technical building construction trade .
OR
Option 2:
EDUCATION:
Equivalent to completion of the twelfth school grade.
AND
EXPERIENCE:
Two years of active military service or full performance level external (outside of the City) experience with specialized responsibility for performing inspections of building or construction projects or surveying.
OR
Option 3:
EDUCATION:
Equivalent to completion of the twelfth school grade.
AND
GENERAL EXPERIENCE:
Two years of technical experience in:
· the inspection of street and highway construction and repair projects as a Highway Construction Inspector 1 in the Streets Department
· the maintenance or construction of water, sewer, or storm water infrastructure, or commercial building construction in a Philadelphia Water Department workforce development program
AND
SPECIFIC EXPERIENCE:
One year of experience as a Construction Projects Technician 1 in the area of specialization.
ELECTRICAL SPECIALTY
Option 1:
EDUCATION:
Completion of two years of study at an accredited college or university with major course work in electrical engineering; or completion of a two-year program at a technical institute with major course work in electrical engineering technology; or completion of a vocational program at an accredited technical institute with major course work in electrical engineering technology.
EXPERIENCE:
One year of experience in the area of specialization as a Construction Projects Technician 1.
OR
Option 2:
EDUCATION:
Equivalent to completion of the twelfth school grade.
AND
EXPERIENCE:
Two years of experience at the journey/full-performance level in the electrical trade.
MECHANICAL SPECIALTY
Option 1:
EDUCATION:
Completion of two years of study at an accredited college or university with major course work in mechanical engineering; or completion of a two-year program at a technical institute with major course work in mechanical engineering technology; or completion of a vocational program at an accredited technical institute with major course work in mechanical engineering technology.
AND
EXPERIENCE:
One year of experience in the area of specialization as a Construction Projects Technician 1.
OR
Option 2:
EDUCATION:
Equivalent to completion of the twelfth school grade.
AND
EXPERIENCE:
Two years of experience at the journey/full-performance level in the mechanical trades.
Option 1:
EDUCATION:
Completion of two years of study at an accredited college or university with major course work in civil, mechanical, metallurgical or materials engineering, or architectural design; or completion of a two year program at a technical institute with major course work in building construction technology, or civil engineering technology; completion of a vocational program at an accredited technical institute with major course work in building construction technology or engineering technology.
AND
EXPERIENCE:
One year of experience in the area of specialization as a Construction Projects Technician 1.
OR
Option 2:
EDUCATION:
AND
GENERAL EXPERIENCE:
One year of experience performing full-performance level engineering aide work or comparable technical street and highway construction inspection work.
AND
SPECIFIC EXPERIENCE:
One year of experience in the area of specialization as a Construction Projects Technician 1.
OR
Any equivalent combination of training and experience determined to be acceptable by the Office of Human Resources.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to, and during tenure of employment as a Construction Projects Technician 2 if required by the work assignment.
