BEHAVIORAL HEALTH/MENTAL RETARDATION SERVICES
MANAGEMENT SERVICES DIRECTOR


GENERAL DEFINITION

This is behavioral health administrative work directing through subordinate administrators and supervisors, the information technology, research and information management and administrative support functions for the Department of Behavioral Health/Mental Retardation Services. The employee in this class consults with departmental administrators and agency directors, and formulates and implements agency policy on matters pertaining to new program initiatives, information technology, management information systems, and the provision of administrative services. A significant aspect of the work includes making financial decisions on expenditures and working with the department’s fiscal unit on the movement of dollars into appropriate classes for purchases. Insuring management information and reporting systems conform to state and federal mandates is important to the work. Work is performed under the direction of the Director of the Department of Behavioral Health and Mental Retardation Services.


TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

Directs, through a subordinate manager, the activities of a staff engaged in research and information management work utilizing the social and behavioral sciences to identify client needs and to evaluate the effectiveness of behavioral health and mental retardation programs; oversees the collection and analysis of statistical data, the design, selection and implementation of new or revised computer based management information systems, and the maintenance of BH/MRS data bases.

Participates in the review and evaluation of research activities and proposals of provider agencies, academic and other research institutions, and governmental authorities as they involve Philadelphia BH/MR programs and clients; determines subject and focus of studies; provides management support services in the areas of contract development staffing, staff training and provides assistance programs.

Directs the provision of administrative support services to the division including purchasing, clerical, and records maintenance activities, building and facilities maintenance and inventory maintenance and control.

Oversees recruitment and solicitation of attorneys to represent Philadelphia clients in behavioral health hearings; oversees preparation of personal service contracts and payments to attorneys and medical care facilities for clients treated outside Philadelphia.

Directs the activities of City and contract hiring; coordinates personnel activities to conform to protocols and objectives; interacts with program administrators and departmental administrators to enhance staff output.

Directs, through a subordinate supervisor, a group of network administrative technical, and support personnel engaged in the development, installation, monitoring and maintenance of the network’s hardware and software components of mini-computers, personal computers and workstations located at multiple remote department worksites and which interface with the City’s central computing agency’s mainframe computing system.

Confers with department managers to determine computing and information management requirements; develops plans and proposals to analyze existing systems, and to revise and upgrade the system; determines which applications can best satisfy department computing requirements; determines departmental computing policies and procedures; directs installation and start up of new or revised software; directs periodic testing of system and programs; confers with central computing agency manager.

Identifies needs for computerized systems for program and administrative operations; directs the formulation and implementation of integrated computer hardware and software systems; performs analysis for new or existing user application requests; develops plans and procedures to insure data security; reviews and analyzes relevant laws; determines statutory requirements; monitors use of data; enforces security procedures; disaster recovery procedures; writes back-up and recovery procedures to protect against loss of data.

Performs related work as required.
