Financial Management
- Directs all operational activities of the Sinking Fund Commission including payment of principal and interest due
on all City issued bonds and temporary loan notes; ensures the orderly and timely payment of debt service; establishes
and follows a schedule for payment of debt service; directs City Treasurer's Office on wire transfers of funds between
accounts to cover anticipated payments; establishes sinking fund for special bond payments; formulates annual budget
request for Sinking Fund Commission and presents testimony before City Council on the budget request.
- Manages and administers the Philadelphia Gas Works Retirement Reserve Fund; manages the Fund's investment
program including equities, fixed income, global investments, real estate, venture capital and other investments; makes
recommendations to the Sinking Fund Commission on selection of specific investment firms and managers; prepares and
processes contracts for investment services.
- Monitors the performance of contracted investment professionals investing fund assets in revenue producing
instruments; utilizes a specialized consultant in evaluating performance against market indices and in relation to other
investment firms in similar investment style groups; meets with investment managers to discuss their portfolios and
performance.
- Calculates, approves, and processes payments to all Fund consultants and investment managers; authorizes
contracted banking custodians to process payment to consultants and investment managers; interacts with custodians on
review of figures submitted and portfolio status; transfers monies between the custodians and money managers.
- Performs special projects, as assigned, conducting feasibility studies and research into financial planning and
assessment programs; prepares reports detailing findings and recommendations and presents them to the Director of
Finance and/or the Sinking Fund Commission.

- the methods and techniques used in the preparation of funding applications and/or requests for proposals.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE

Both Specialties
EDUCATION
- Completion of a bachelor's degree program at an accredited college or university with major course work in
public administration, business administration, finance, economics or a related field.
AND
GENERAL EXPERIENCE
- Six years of administrative or technical experience involving research and analysis or program evaluation, or
analyzing long range fiscal plans and programs or budgets, or preparation and analysis of the financial statements
which reflect activity applicable to fiscal plans or budgets.
AND
Administration Specialty
SPECIFIC EXPERIENCE
- Three years of administrative experience above the full performance level performing a wide variety of analytical
management and staff assignments of a non-repetitive nature for a central agency of a large public jurisdiction.
Financial Management Specialty
SPECIFIC EXPERIENCE
- Three years of advanced level fiscal analysis work conducting feasibility studies and
research into long range, city-wide fiscal programs.

Or any equivalent combination of education and experience determined to be acceptable by the Personnel
Department which has included a bachelor's degree as an educational minimum and the specific experience as indicated.
PHYSICAL AND MEDICAL REQUIREMENTS
