ELECTIONS BUREAU SUPERVISOR
GENERAL DEFINITION
This is supervisory clerical work implementing and overseeing the provisions of election laws affecting primary, general and special elections. The employee in the class supervises a small clerical staff and temporary election workers in the preparation and maintenance of voter registration cards, and election forms and records.
Work includes planning, assigning and reviewing the work of subordinate staff and temporary election workers. The employee in this class interprets and explains general instructions governing all elections. Conferring with state, local and federal officials on the provisions and application of election laws is a significant aspect of the work. Work is performed under the general supervision of a Deputy City Commissioner.
ALLOCATING FACTORS: (The following conditions must be made for a position to be allocated to this class.)
- This is a one-position class located in the City Commissioners' Office.
- The position must supervise a small clerical staff and temporary election workers in the preparation and maintenance of voter registration cards, election forms and records; plan, assign and review the work of staff and temporary election workers, and interpret and explain general instructions governing all elections.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Assigns, supervises and reviews the work of a group of employees engaged in preparing and processing all election supplies and forms needed for each polling site; determines necessary supplies needed for each election; directs the recording of military ballot requests and the preparation of lists
of applicants for the military ballot.
- Directs the distribution of nomination petitions and forms to candidates and political parties; reviews completed petitions to determine if they comply with the election laws; collects filing fees
if required; forwards petitions to printer for preparation of official ballots; directs proof reading of tallies.
- Places advertisements in newspapers to direct attention of the electorate to primary, special and general elections.
- Directs the preparation and maintenance of all official records pertaining to elections such as names and addresses of election officers, names and addresses of committeemen, results of elections and official returns from precincts.
- Explains and interprets election laws to election officials and members of the public.
- Sends notices to State Secretary of the Commonwealth and to official political parties, of the results of each election.
- Supervises the preparation of watcher certificates for each candidate and each political party.
- Receives and reviews complaints pertaining to damage of polling sites; makes recommendations on extent and cause of damage.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the election laws of Pennsylvania, especially those pertaining to the conduct of elections.
- office practices and methods.
- geography of the City, as it pertains to elections.
- computer and software applications used in preparing voter registration and maintenance of elections records.
ABILITY TO:
- plan, assign and supervise the work of a group of clerical employees engaged in a variety of specialized clerical tasks pertaining to pre and post election procedures.
- interpret pertinent sections of the Pennsylvania Election laws.
- establish and maintain effective working relationships with associates, high ranking political officials, City officials and the general public.
- prepare written and oral reports.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 3/97.)
EDUCATION:
- Education equivalent to completion of the twelfth school grade.
AND
GENERAL EXPERIENCE:
- Three years of clerical experience.
AND
SPECIFIC EXPERIENCE:
- Two years of experience in the performance of clerical functions involving the conduct of city-wide elections.
Or any equivalent combination of training and experience determined to be acceptable by the
Personnel Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
