EQUAL EMPLOYMENT OPPORTUNITY ANALYST
GENERAL DEFINITION
This is specialized, full performance level personnel analysis work in the administration of affirmative action and equal employment opportunity programs. The employee in this class functions as staff analyst for affirmative action and equal opportunity programs for the civil service employee workforce. Work includes the investigation of job discrimination complaints, preparation of federally mandated job force statistical reports, development and presentation of training programs and review and monitoring of departmental affirmative action plans. Counseling complainants, and dealing with departmental representatives to extract and communicate information are significant aspects of the work. The employee in this class works under the direction of a technical superior.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Receives complaints of job discrimination prohibited by law; counsels complainants in regard to civil service and merit system processes and procedures and departmental actions; investigates such processes and procedures to ascertain case facts; interviews complainants, supervisors, managers, witnesses and subject matter experts; consults with City attorneys; analyzes facts and proposes appropriate recommendations; prepares narrative reports detailing information found; reviews recommendations with supervisor and other Personnel Department managers; communicates findings to complainants; explains lines of formal appeal if required; may answer interrogatories or represent the office of the Personnel Director for depositions.
- Conducts training and orientation workshops and materials for persons responsible for equal employment opportunity compliance; conducts training in equal employment opportunity and sexual harassment for supervisory and other personnel.
- Analyzes the demographic composition of civil service workforce; compares statistics with area labor markets; may prepare, or assist in the preparation of federally mandated statistical reports on the City workforce; identifies occupational areas in need of affirmative action; recommends recruitment and promotional goals.
- Participates in recruitment efforts; explains city opportunities to potential employees at schools and colleges; maintains contacts with minority placement forces.
- Assists in the review and monitoring of departmental affirmative action plans for conformance with prescribed standards; investigates the feasibility and effects of procedure or regulations changes; may inquire into such areas as public personnel administration selection, classification, certification, personnel appraisal and others as they effect affirmative action; prepares recommendations for review.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the current literature, federal regulations and court rulings related to affirmative action and equal employment opportunity in public agencies.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 1/99.)
- Completion of a bachelor's degree program at an accredited college or university with major course work in human resources, labor relations, public administration or a closely related area.
- Three years of experience in the planning and administration of equal employment opportunity and/or affirmative action, one year of which has been at the full performance level.
- Or any equivalent combination of education and experience determined to be acceptable by the Personnel Department which has included a bachelor's degree as an educational minimum.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
