TRAINING AND DEVELOPMENT DIVISION DIRECTOR
GENERAL DEFINITION
This is administrative and technical work planning, implementing and evaluating a city-
wide program of training and personnel development. An employee in this class prepares
proposals for education and training policies and regulations, recommends program priorities and
directs a staff of analysts engaged in designing and administering management development and
specialized training programs. Contact with departmental administrators and City officials to
gain cooperation and encourage support for training and education efforts is a major aspect of
this work. This position receives general direction from the Personnel Director or Deputy
Personnel Director.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Plans and determines training and personnel development program objectives and goals;
assesses training needs throughout city agencies and recommends appropriate policies, programs
and priorities; develops program staffing requirements, budgets and time schedules; coordinates
divisional activities and functions with other personnel and departmental programs.
- Plans, organizes, directs and coordinates the work of a group of analysts and clerks
engaged in developing and administering training and development programs for a variety of
organizations and employees; determines and selects instructional strategy and methodology
appropriate for the needs of employees concerned; provides technical guidance to staff on use
of instructional techniques and achieving learning objectives; evaluates training and development
activities of staff; establishes criteria to determine course and program effectiveness.
- Confers with City agency officials and administrators on the development of training
programs to resolve operational and managerial problems; facilitates management and staff
development in departments through process consultation, team building and problem solving
techniques; reviews requests for training leave and specialized training provided by consultants.
- Establishes and maintains administrative and record keeping systems pertaining to
scheduling, facilities use, billing and reporting of educational and training activities; investigates
external funding sources for training programs; negotiates fees and evaluates performance of
outside training consultants.

KNOWLEDGE OF:
- current trends, developments and theories in personnel development and training.
- adult education and in-service training principles, practices, and techniques.

training and development program.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement
represents the minimum training and experience standards which will be used to admit or reject
applicants for tests. Applications submitted by candidates for this class will be reviewed based
on training and experience requirements as approved on 2/82.)
- Completion of a bachelor's degree program at an accredited college or university.
- Six years of experience in personnel administration, two years of which has involved
responsibility for planning and implementing a departmental training and personnel development
program or administering such programs in a supervisory capacity in a central program agency.
Or any equivalent combination of acceptable experience.
NOTE:
Completion of a master's degree program in a related field may be substituted for
one year of any of the required experience.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
